Ordinance No. 16981-06-2006 AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE GENERAL FUND IN THE AMOUNT OF $69,981.77 SUBJECT TO EXECUTION OF A COST REIMBURSEMENT AGREEMENT WITH THE UNITED STATES ATTORNEY'S OFFICE, NORTHERN DISTRICT OF TEXAS, FOR THE PURPOSE OF FUNDING OVERTIME AND SURVEILLANCE EQUIPMENT IN THE POLICE DEPARTMENT; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF Tl~ CITY OF FORT WORTH, TExAS: SECTION 1. That in addition to those amounts allocated to the various City departments for Fiscal Year 2005-2006 in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the General Fund in the amount of $69,981.77 subject to execution of a Cast Reimbursement Agreement with the United States Attorney's, Northern District of Texas, far the purpose of funding a overtime and surveillance equipment in the Police Department. SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion ar judpnent shall in no way impair th.e remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3. That this ordinance shall be cumulative of Ordinance No. 16582 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. Authorize the City Manager to execute a Cost Reimbursement Agreement with the United States Attorney`s Office for the Northern District of Texas to assist in conducting law enforcement activities under the Public Housing Safety Initiative; and 2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations by $69,981.77 in the Genera( l=and. DISCUSSION: The United States Attorney's Office far the Northern District of Texas has agreed to provide $69,981.77 in funding to the Police Department in support of the Public Housing Safety Initiative. Under this reimbursable agreement, funding has been approved to reduce violent crime and narcotics trafficking in federally subsidized housing communities under the Department of JusticelHousing and Urban Development Housing Public Safety Initiative. The agreement allows funds to be spent on overtime and surveillance equipment. The term of the agreement will be through September 30, 2007. This Agreement allows for cast reimbursement far additional law enforcement expenses under the U.S. Department of Justice, Housing and Urban Development Public Housing Safety Initiative Program (PHSI}. If the Cost Reimbursement Agreement is approved, funding will be utilized by law enforcement to ameliorate violent crime and narcotics trafficking targeting specific federally subsidized housing communities in City of t=art Worth, Neighborhood Policing District 11, more specifically in Neighborhood Police Beats of G-11, G-12, G-13, and G-14. If the Cost Reimbursement Agreement is approved, it will include overtime and fringe benefits for ten officers and one sergeant for the specific targeted federally subsidized housing communities in the City of Fort Worth. It also will include reimbursement for surveillance equipment for day and night use, computer equipment and software, and digital cameras. The Cast Reimbursement Agreement between the U.S. Attorney for the Northern District of Texas and the Fort Worth Police Department is required by the grant and pre-defines the processes and procedures for reimbursement of funds expended under the Public Housing Safety initiative.
