IN GENERAL Project Safe Neighborhoods is a program under the administration of the Office of i � Justice Programs (OJP), Bureau of Justice (BJA) and the United States Department of Justice: (DOJI): under,the Violent Crime and Control and Gun Crime Reduction program under the a,ulthority of QM B No. 112 1-0329. 11. PURPOSE The purpose of PSN is to, reduce gun and gang violence by the moist violl�ent, offenders lien the most violent neighborhoods by employing a research-driven, intelligence-led, and problem-solving approach to reduce,firearms and gang violence through enforcement,, deterrence, and prevention. ►lsolli PSI" agencies gill develop innovative, comprehensive, data-driven approaches to reduce chronic gun and/or gang violence in -their jurisdiction. The purplose, is for agencies to work toward a result; a PS N result is defined: as a plausibile,i scientifically-based finding that a solution had either an effect or no effect on the problem. III. PARTIES This M is, made between -the City of Fort Worth ("City"), a municipal corploiratioln, acting herein by and through Charles,W. GENERAL, UNDERSTANDINGS, AGRE,EME,NTS AND REQUIREMENTS A. All members, of the Criminal Incident Response Team CI' T' will meet on a set date and time to be established at the convenience of its members, at least bi-monthly. B. Employees, volunteers and/or agients of non-governmental organizations may be required to submit to a criminal background check in accordance with the policy of the Office of Justice Programs, United States Department of'Justice. MOA Between City and SCC for ESN Grant 31 C. The parties will be responsible for the creation and execution of their operations in the target areas,. D. All parties will, work to ensure that programs initially developed by the Criminal Incident Response Team will be operationally transferred and integrated into existing public or private organizations as soon as possible, -throughout the life of the project — in order to achieve sustainabillitly and enable the GIRT to maintain its design, planning and development functions. E. Due to investigative sensitivities, specific and detailed information: relative to law enforcement operations, including individual suspects and targets, will genierallly not be shared outside of the law enforcement partnership. F. Neither Party to thi ► MOA shall release information derived from the other Party to a non-participating third party without prior approval of the contributing IVIOA Party. G. All participating agencies will be required to submit progress, reports to the Fiscal agency. The Safe City Commission and U.S. Attorney for the Northern, District of Texas on a monthly basis. This information is needed to comply with the initiative J!s overall reporting requirements as well as to capture information for evaluation purposes. H. The Parties,will create a separate funding agreement that outlines the specific funding received by the City upon the receipt of the giraint by the SCC. L The City, through its Police Department, agrees to execute the objectives outlined in the PSN Grant Application. V. SPECIFIC UNDERSTANDINGS, AGREEMENTS AND REQUIREMENTS The City, through its Police Department, agrees to provide leadership,for the PSN Criminal Incident Response, Team and participate in planning for,strategic operations in,, the target area. Additionally, FWPD will include additional officers, technical' intellligence equipment and information to reduce ganig,, gun and violent crimes in the target areas as allowed with PSI" Grant funding. FWP,D also agrees to provide, timely reports and data to the fiscal' agent, as well as, recruit additional partners, from federal and state agencies to participate in operations as needed. V1. MODIFICATIONS This MOA may be modified at any time by written consent of all parties, involved. MOA Between, City and SC C for PSN Grant, 4 V11.
