(CD 7) Adopt Attached Appropriation Ordinance to Provide Additional Funding for the Bonds Ranch — Wagley Robertson Project in the Amount of
$500,000.00 and Amend the Fiscal Years 2022-2026 Capital Improvement Program
RECOMMENDATION:
It is recommended that the City Council:
1. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Street Rehabilitation Fund in the
amount of $500,000.00 from available funds for the Bonds Ranch - Wagley Robertson project (City Project No. 103278) for the purpose of
funding interim improvements; and
2. Amend the Fiscal Years 2022-2026 Capital Improvement Program.
DISCUSSION:
The proposed 2022 Bond Program will include the design and construction of Bonds Ranch Road between Wagley Robertson Road and Highway
287 from a two-lane asphalt roadway to a four -lane divided neighborhood connector. The design and construction of the four -lane divided
connector is estimated to be completed in 2024-2025. Due to rapid growth of the area surrounding the Bonds Ranch Road corridor, staff has
determined that interim improvements are needed to alleviate traffic congestion between Wagley Robertson Road and Highway 287. Currently,
the two-lane road is under capacity causing vehicular traffic to travel extremely slowly during morning and afternoon peak times. The Burlington
Northern Santa Fe Railroad crossing exacerbates the congestion when trains pass through. The approval of this appropriation ordinance will not
impact any other planned activities for the project and will provide funding for the design and construction of interim improvements to increase
mobility through the corridor while the future improvements are designed.

Funding for this project was not included in the Fiscal Years 2022-2026 Capital Improvement Program (CIP) because the interim improvements
were not contemplated at the time of its development. This action in this Mayor and Council Communication (M&C) will amend the Fiscal Years
2022-2026 Capital Improvement Program as approved in connection with Ordinance 25073-09-2021.
The project is located in COUNCIL DISTRICT 7.
A Form 1295 is not required because: This M&C does not request approval of a contract with a business entity.
FISCAL INFORMATION / CERTIFICATION:
The Director of Finance certifies that funds are currently available in the Unspecified -All Funds project within the Street Rehabilitation Fund and
upon approval of the above recommendations and adoption of the attached appropriation ordinance, funds will be available in the Street
Rehabilitation Fund for the Bonds Ranch - Wagley Robertson. Prior to an expenditure being incurred, the Transportation and Public Works
Department has the responsibility of verifying the availability of funds.
