Authorize the Office of Emergency Management to apply for the Fiscal Year 2022 Emergency Management Performance Grant from the Texas Division of Emergency Management in the amount of $144,426.00 to reimburse expenditures from the City's Emergency Management program; 2. Authorize the acceptance of, if awarded, and execution of a grant contract with the Texas Division of Emergency Management in the amount of the award of $144,426.00; 3. Authorize the transfer of, if awarded, the Office of Emergency Management funds from the General Fund to the Grants Operating Federal Fund in an amount of $144,426.00 as the City's fifty percent match for the grant; and 4. Adopt the attached appropriation ordinance increasing receipts and appropriations in the Grants Operating Federal Fund, subject to receipt of the grant, in the amount of $288,852.00, for the purpose of funding the Fiscal Year 2022 Emergency Management Performance Grant. DISCUSSION: The Texas Division of Emergency Management provides funds to reimburse cities for conducting Emergency Management Planning and Preparedness activities through the Emergency Management Performance Grant (EMPG). The City anticipates receiving an award in the amount of $144,426.00 from the Fiscal Year 2022 EMPG Program based upon Fiscal Year 2003 - Fiscal Year 2021 awards. Approval of this Mayor and Council Communication will authorize the Office of Emergency Management to apply for a Fiscal Year 2022 EMPG Grant. Additionally, approval will also authorize acceptance of the EMPG award and transfer of the City's fifty percent match in the amount of $144,426.00 from the approved Fiscal Year 2022 General Fund Budget to the Grants Operating Federal Fund. Indirect costs are allowable under this program. This project is located in ALL COUNCIL DISTRICTS. A Form 1295 is not required because: This contract will be with a governmental entity, state agency or public institution of higher education: State of Texas, Division of Emergency Management FISCAL INFORMATION / CERTIFICATION: The Director of Finance certifies that funds are available in the current operating budget, as previously appropriated, in the General Fund and upon approval of the above recommendations, receipt of the grant and adoption of the attached appropriation ordinance, funds will be available in the current operating budget, as appropriated, in the Grants Operating Federal Fund. The Fire Department (and Financial Management Services) will be responsible for the collection and deposit of funds due to the City. Prior to an expenditure being incurred, the Fire Department has the responsibility of verifying the availability of funds. This is a reimbursement grant. Submitted for City Manager's Office by.
