SUBJECT
(CD 2) Authorize Execution of an Agreement with the United States Tennis Association Foundation in an Amount Up to $7,600.00 for Operation of
Tennis Programming in 2021 and Adopt Attached Appropriation Ordinance
RECOMMENDATION:
It is recommended that the City Council:
1. Authorize the execution of an agreement in an amount of up to $7,600.00 for tennis programming for 2021; and
2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Grants Operating Other Fund in the
amount of $7,600.00, subject to receipt of the grant.
DISCUSSION:
Historically, the United States Tennis Association Foundation (USTAF) has awarded a Programming Grant to the City of Fort Worth which has
been maintained by the Parks and Recreation Department (PARD). USTAF National Junior Tennis League (NJTL) allows tennis and education
programming to be offered low costs or for free. In 2018, PARD and the Fort Worth Tennis Association (FWTA) were awarded grant funds from
USTAF to resurface 5 court complexes including one at Northside Park. During the same year, the Neighborhood Services Department (NSD)
hired a certified tennis instructor to work with youth participants attending Northside Community Center. In partnership with PARD, NSD
staff developed programming to meet the mission of the NJTL to expand the knowledge of tennis, particularly in under resourced communities
through creating a local chapter of the NJTL network through the USTA Foundation.
In 2020, the NSD of the City of Fort Worth was awarded a 2020 Cycle 1 Programming Grant in the amount of $5,000.00 for which no Mayor and
Council Communication (M&C) was needed. For 2021 the NSD has been awarded a 2021 Cycle 1 Programming Grant in the amount of
$5,000.00, a 2021 Capacity Building Grant in the amount of $1,800.00, and a 2021 Programming Grant in the amount of $800.00. The program
spans across NSD and PARD. Staff work collaboratively on a committee to ensure all centers can participate. Funds were received when
awarded and the agreement runs through December 31, 2021.
A Form 1295 is not required because: This M&C does not request approval of a contract with a business entity.
FISCAL INFORMATION / CERTIFICATION:
The Director of Finance certifies that upon approval of the above recommendations and adoption of the attached appropriation ordinance, funds
will be available in the current operating budget, as appropriated, in the Grants Operating Other Fund. The Neighborhood Services Department
(and Financial Management Services) will be responsible for the collection and deposit of funds due to the City. Prior to an expenditure being
incurred, the Neighborhood Services Department has the responsibility to validate the availability of the funds. This is an advance grant.
