(ALL) Authorize Execution of Annual Professional Services Contracts with Enercon Services, Inc., Weston Solutions, Inc., and VRX Inc., for
Environmental and Engineering Consulting Services on an As -Needed Basis for All City Departments in an Aggregate Amount of Not to Exceed
$400,000.00, During any One -Year Term and Renewable for Up to Four Additional One -Year Terms in the Same Annual Amount for Environmental
and Engineering Consulting Services Required to Comply with State and Federal Environmental Regulations
RECOMMENDATION:
It is recommended that the City Council authorize the execution of non-exclusive annual contracts with Enercon Services, Inc. (in an amount of
$134,000), Weston Solutions, Inc. (in an amount of $133,000), and VRX Inc. (in an amount of $133,000), for Environmental and Engineering
Consulting Services on an as -needed basis for all City Departments in an aggregate amount of not to exceed $400,000.00 during any one-year
term and renewable for up to four additional one-year terms in the same annual amount for environmental and engineering consulting services
required to comply with state and federal environmental regulations.
DISCUSSION:
The purpose of this Mayor and Council Communication is to authorize the execution of non-exclusive annual contracts with Enercon Services, Inc.,
Weston Solutions, Inc., and VRX, Inc., for Environmental and Engineering Consulting Services on an as -needed basis for all the City of Fort
Worth's (City) departments in an aggregate amount of not to exceed $400,000.00 during any one-year term. This Professional Services contract
provides on -call, professional environmental and engineering resources to enhance existing staff regarding state and federal environmental
compliance including the Clean Air Act (CAA), Clean Water Act (CWA), Resource Conservation and Recovery Act (RCRA), Comprehensive
Environmental Response, Compensation and Liability Act (CERCLA), hazardous waste issues, the City petroleum storage tank management
program, environmental due diligence studies and other environmental projects. Contract services also provide specialized services when
required to ensure projects meet stringent regulatory requirements.
A Request for Qualifications (RFQ) for the provision of professional environmental engineering consultant services on an annual contract basis was
advertised on May 19 and May 23, 2021 in the Fort Worth Star -Telegram. Responsive submittals were received from the following eight (8) firms
on June 24, 2021.

The submittals from each of the eight (8) firms were reviewed and rated, by committee, based on the published weighted selection criteria. The top
three companies selected were Enercon Services, Inc., Weston Solutions, Inc. and VRX, Inc. as being the most highly qualified providers, based
on demonstrated competence and qualifications provided in Statement of Qualifications (SOQ) to perform the services in accordance with
Chapter 2254 of the Texas Government Code.
RENEWAL OPTIONS - These contracts may be renewed for up to four successive one-year terms at the City's option. Renewal may be effected
by notice in writing by the City Manager, or his designee, to the contractor within 30 days of the expiration of the prior term. This action does not
require specific City Council approval, provided that the City Council has appropriated sufficient funds to satisfy the City's obligations during the
renewal term.
Business Equity: Enercon Services, Inc., Weston Solutions, Inc.,and VRX Inc. are in compliance with the City's Office of Business Diversity (OBE)
Ordinance by committing to 11 percent Business Equity (BE) participation. The City's BE goal on this project is 11 percent.
This contract serves the entire city in ALL COUNCIL DISTRICTS.
FISCAL INFORMATION / CERTIFICATION:
The Director of Finance certifies that funds are available in the current operating budget, as previously appropriated, in the Environmental
Protection Fund to support the approval of the above recommendation and execution of the contract. Prior to any expenditure being incurred, the
Code Compliance Department has the responsibility to validate the availability of funds.
