Authorize the acceptance of reimbursement funds for overtime expenses in the amount of $80,000.00; and 2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Grants Operating Other Fund, subject to receipt of the grant, in an amount up to $80,000.00, for the purpose of funding the Police Department's participation in the Federal Bureau of Investigation's Financial Crimes Task Force. DISCUSSION: The United States Federal Bureau of Investigation (FBI) has established a Financial Crimes Task Force (FCTF) with the mission to build a specialized group of investigators responsible for the identification, investigation, prosecution, and forfeiture of all assets involved in the task force's investigations. The Fort Worth Police Officer assigned to the FCTF will seek to identify and develop new cases in the areas of corporate, securities, and commodities fraud; money laundering; bank fraud; mail and wire fraud; and other financial crimes with significant losses, local subjects, and forfeitable assets. In Fiscal Year 2017, Mayor and Council Communication (M&C C-28170) authorized the execution of a Memorandum of Understanding (MOU) and Cost Reimbursement Agreement (CRA) (City Secretary Contract No. 49865) with the FBI to participate in the FCTF. Pursuant to the CRA, the FBI will reimburse the City of Fort Worth for the officer's direct overtime salary expenses up to an amount not to exceed monthly and/or annual limits established annually by the FBI. This M&C requests appropriations in an amount up to $80,000.00 to be disbursed at an amount up to $20,000.00 per year for four years for continued participation in the FCTF. The term of this MOU is for the duration of the FCTF operations and may be terminated at any time upon 30-day written notification. Indirect costs are not eligible for reimbursement. The City is not required to provide matching funds. A Form 1295 is not required because: This contract will be with a governmental entity, state agency or public institution of higher education: Federal Bureau of Investigation FISCAL INFORMATION / CERTIFICATION: The Director of Finance certifies that upon approval of the above recommendations and adoption of the attached appropriation ordinance, funds will be available in the current operating budget, as appropriated, in the Grants Operating Other Fund. The Police Department (and Financial Management Services) will be responsible for the collection and deposit of funds due to the City.
