(CD 4) Conduct Public Hearing and Authorize the Use of a Portion of Meadowbrook Golf Course for the Installation of a Permanent Sanitary
Sewer Line L-6969 Maintenance Area

RECOMMENDATION:
It is recommended that the City Council:
1. Conduct a public hearing under the guidelines set forth by the Texas Parks and Wildlife Code, Chapter 26, Protection of Public Parks and
Recreational Lands;
2. Find that no feasible or prudent alternative exists for the use of Meadowbrook Golf Course for the installation of permanent sanitary sewer
line maintenance area;
3. Find that the proposed permanent sanitary sewer line maintenance area includes all reasonable planning to minimize harm to the parkland,
including that all infrastructure and equipment will be constructed in the proposed maintenance area as specified on the attached exhibits
and as noted in the discussion below; and
4. Close the public hearing and authorize the use of approximately 0.029 acres of dedicated parkland at Meadowbrook Golf Course for the
proposed permanent sanitary sewer line maintenance area.
DISCUSSION:
The Park & Recreation Department has been approached by the City of Fort Worth (City) Water Department (Water Department) requesting the
use of approximately 0.029 acres of parkland within Meadowbrook Golf Course for a permanent sanitary sewer maintenance area.
The maintenance area is necessary to reconstruct an existing sanitary sewer line (L-6969) and remove a siphon in order to meet current City
design criteria.
The proposed maintenance area is located on the north end of the golf course, approximately 200-feet south of the Brentwood Stair Road and
Woodhaven Boulevard intersection. The proposed sewer line is approximately 50 linear feet of 6" sanitary sewer line and 40 linear feet of 18"
sanitary sewer line and will be installed at a depth of 12-feet. A maintenance area, 15-feet wide, will be centered on pipe location with total area of
approximately 1,277 square feet or 0.029 acres.
The City Forester has reviewed the plans and no trees are to be removed. The existing trees in proximity to the proposed construction will be
protected with fencing.
On October 27, 2021, the Park & Recreation Advisory Board endorsed Staff's recommendation to the City Council to authorize the use of a
portion of Meadowbrook Golf Course for a permanent sanitary sewer maintenance area.
In accordance with State law, public notice of the hearing was advertised in the Fort Worth Star -Telegram on October 26, November 2, and
November 9, 2021. An exhibit map was available for public review on the Park & Recreation Department website.
Signage will be posted at the site noting the conversion and providing instructions for directing comments to the Department. An email
announcing the proposed conversion will be sent to the presidents of the Brentwood -Oak Hills NA, Central Meadowbrook NA, Eastern Hills NA,
Historic Handley Development Corporation, White Lake Hills NA, Woodhaven NA on or before October 15, 2021 and posted on the City Web
page. The sign will remain posted through the public hearing process.
Meadowbrook Golf Course - located at 1815 Jenson Road, south of 1-30, west of Oakland Boulevard, north of East Lancaster Avenue, east
of Weller Boulevard, is in COUNCIL DISTRICT 4.
A Form 1295 is not required because: This M&C does not request approval of a contract with a business entity.
