(ALL) Adopt Fiscal Year 2022 Fee Adjustments for the Neighborhood Services Department and Park & Recreation Department to Adjust Youth
Membership Fees and Authorize Certain Fee Modifications
RECOMMENDATION:
It is recommended that the City Council:
1. Adopt the identified fee changes for the Neighborhood Services Department and Park & Recreation Department for Fiscal Year 2022
effective January 1, 2022; and,
2. Revise membership identification card revenues for the Neighborhood Services Department and Park & Recreation Department for Fiscal
Year 2022.
DISCUSSION:
The purpose of this Mayor and Council Communication (M&C) is to take action in connection with adjusting fees during Fiscal Year 2022 (FY2022)
and document compliance with the City Charter in connection with collecting fees, as applicable.
FY2022 fees were approved on September 14, 2021. Since that approval, Informal Report (IR) 21-10700 Community Center Youth Membership
Fees was provided to City Council on November 2, 2021. The IR outlined City of Fort Worth youth membership fees, benchmarked other cities and
agencies, and made a recommendation on fee adjustments, while maintaining the requirement of obtaining a membership card for identification,
emergency contact information, and capturing use data for programming and operational analysis.
The City Council requested that Fort Worth resident youth membership cards and day passes be provided at no cost to reduce barriers to
community center access and provide more opportunities for youth. This change will result in changes to the Fort Worth resident Family
membership (if youth are currently on the membership) as well, due to youth not incurring a cost. This fee change will take effect on January 1,
2022. The estimated annual revenue will be negatively impacted of this change is $88,296 to the General Fund.
Per the Community Center Operations Policy approved on July 1, 2021, memberships are non-refundable. In order to limit the number of families
impacted during the interim period between November 2 and December 31, 2021, annual resident youth membership fees have been discounted
to $5.00. Providing fee adjustments or discounts for memberships and customer service resolutions is allowed through M&C 21-0647, approved
on September 14, 2021.
A Form 1295 is not required because: This M&C does not request approval of a contract with a business entity.
FISCAL INFORMATION / CERTIFICATION:
The Director of Finance certifies that upon approval of the above recommendations and authorization of the fee modifications, the reduction in
General Fund revenues will be recognized based on actual receipts in FY2022 due to the actions of this M&C. The participating departments (and
Financial Management Services) are responsible for the collection and deposit of funds due to the City.
