HomeMy WebLinkAboutOrdinance 19396-10-2010 Ordinance No. 19396-10-2010 AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE GRANTS FUND IN THE AMOUNT OF $129,590.00, SUBJECT TO RECEIPT OF THE FISCAL YEAR 2010 PAUL COVERDELL FORENSIC SCIENCE IMPROVEMENT GRANT FROM THE U.S. DEPARTMENT OF JUSTICE NATIONAL INSTITUTE OF JUSTICE, FOR THE PURPOSE OF IMPROVING THE QUALITY AND TIMELINESS OF FORENSIC SERVICES; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT HEREWITH;AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1. That in addition to those amounts allocated to the various City departments for Fiscal Year 2010-2011 in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Grants Fund in the amount of $129,590.00, subject to receipt of the Fiscal Year 2010 Paul Coverdell Forensic Science Improvement Grant from the U.S. Department of Justice National Institute of Justice, for the purpose of improving the quality and timeliness of forensic services. SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3. That this ordinance shall be cumulative of Ordinance No.19355 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. SECTION 4. This ordinance shall take effect upon adoption. Ratify the application for the Fiscal Year 2010 Paul Coverdell Forensic Science Improvement Grant from the U.S. Department of Justice, National Institute of Justice, in the amount of$129,590.00; 2. Authorize the City Manager to accept the grant funds, if awarded, by executing a contract with the National Institute of Justice for that purpose; and 3. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Grants Fund in the amount of$129,590.00 upon receipt of the grant. DISCUSSION: The U.S. Department of Justice, National Institute of Justice's Fiscal Year 2010 Paul Coverdell Forensic Science Improvement Grants Program provides funding for state and local governments to improve the quality and timeliness of forensic services and/or eliminate backlogs in the analysis of forensic evidence including controlled substances, firearm and tool mark examinations, latent prints, toxicology and trace evidence. The City of Fort Worth is requesting funding under the Fiscal Year 2010 Paul Coverdell grant in the amount of$129,590.00 for educational course and registration fees and associated travel, equipment, and consultant costs for the Fort Worth Police Department's Crime Lab. Registration and course fees, along with the associated travel funds for the Crime Lab staff to attend various conferences, workshops, and classes total $53,101.00. Requested funding for equipment under the grant totals $45,889.00 and includes the purchase of new reference software and equipment necessary to interface the Lab's gas chromatograph with a Fourier Transform Infrared Spectrometer to decrease processing time. Additionally, $10,600.00 is requested under the grant for a year-long maintenance agreement for the Lab's LIMS system and $20,000.00 is requested for consulting services to assist the Crime Lab in preparing for the upcoming ASCLD/(LAB) International Audit. No matching funds are required under this grant.
