AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS
IN THE GRANTS FUND IN THE AMOUNT OF $226,659.00, SUBJECT TO RECEIPT OF
THE FISCAL YEAR 2010 HUMAN TRAFFICKING TASK FORCE INITIATIVE FROM THE
UNITED STATES DEPARTMENT OF JUSTICE, FOR THE PURPOSE OF CONTINUING
THE FORT WORTH POLICE DEPARTMENT'S HUMAN TRAFFICKING UNIT;
PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE
CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL ORDINANCES IN
CONFLICT HEREWITH;AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2010-2011 in the
Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the
Grants Fund in the amount of$226,659.00, subject to receipt of the FY2010 Human Trafficking Task Force
Initiative from the U. S. Department of Justice, for the purpose of continuing the Fort Worth Police
Department's Human Trafficking Unit.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void
for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way
impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining
provisions shall be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance No.19355 and all other ordinances and appropriations
amending the same except in those instances where the provisions of this ordinance are in direct conflict
with such other ordinances and appropriations, in which instance said conflicting provisions of said prior
ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

Ratify the Application for and Authorize Acceptance of Fiscal Year 2010 Human Trafficking Task Force
Initiative Funding from the U.S. Department of Justice in the Amount of$169,992.00 to Continue the Fort
Worth Police Department's Human Trafficking Unit, Authorize the Execution of a Related Contract,
Authorize the Expenditure of$56,667.00 in Partial Matching Funds and Adopt Appropriation Ordinance
RECOMMENDATION:
It is recommended that the City Council:
1. Ratify the application for grant funding under the Fiscal Year 2010 Human Trafficking Task Force
Initiative from the U.S. Department of Justice in the amount of$169,992.00 to assist in the continuation of
the Police Department's Human Trafficking Unit;
2. Authorize the City Manager to accept, if awarded, the grant funding and execute a contract for that
purpose;
3. Authorize the City Manager to transfer$56,667.00 from the State Awarded Assets Fund to the Grants
Fund for the City's match requirement, contingent upon receipt of adequate funding in the Fiscal Year
2011 State Awarded Assets Fund; and
4. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Grants Fund by $226,659.00 upon receipt of the grant.
DISCUSSION:
The Fort Worth Police Department's Human Trafficking Unit was established in 2006 after the City was
awarded a three-year grant from the U.S. Department of Justice. The funding applied for under the FY
2010 Human Trafficking Task Force Initiative Grant will extend the program period for the Human
Trafficking Unit until September 30, 2011. Currently, the program is scheduled to end on December 31,
2010.
The funding will provide for salary and benefits for the Program Coordinator and one Police Officer, as
well as Officers' overtime. Since inception, the Human Trafficking Unit has received over 150 complaints
of human trafficking and has trained over 4,500 individuals in the identification of human trafficking. This
funding award will allow the City, through the Police Department, to maintain the streamlined efforts
dedicated to eradicating human trafficking.
FISCAL INFORMATION / CERTIFICATION:
The Financial Management Services Director certifies that upon approval of the above recommendations,
receipt of the grant, and adoption of the attached appropriation ordinance, funds will be available in the

current operating budget, as appropriated, of the Grants Fund and the State Awarded Assets Fund.
