AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS
IN THE GRANTS FUND IN THE AMOUNT OF $736,066.00, SUBJECT TO RECEIPT OF
ADDITIONAL GRANT FUNDS FROM THE TEXAS DEPARTMENT OF HOUSING AND
COMMUNITY AFFAIRS FOR THE FISCAL YEAR 2010 COMPREHENSIVE ENERGY
ASSISTANCE PROGRAM; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS
ORDINANCE CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL ORDINANCES
IN CONFLICT HEREWITH;AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2010-2011 in the
Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the
Grants Fund in the amount of $736,066.00, subject to receipt of additional grant funds from the Texas
Department of Housing and Community Affairs for the Fiscal Year 2010 Comprehensive Energy Assistance
Program.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void
for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way
impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining
provisions shall be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance No.19355 and all other ordinances and appropriations
amending the same except in those instances where the provisions of this ordinance are in direct conflict
with such other ordinances and appropriations, in which instance said conflicting provisions of said prior
ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

Authorize the Acceptance of Additional Grant Funds from the Texas Department of Housing and
Community Affairs in the Amount of$736,066.00 for the Comprehensive Energy Assistance Program for
Fiscal Year 2010, Adopt Appropriation Ordinance and Apply Indirect Costs (ALL COUNCIL DISTRICTS)
RECOMMENDATION:
It is recommended that the City Council:
1. Authorize the City Manager to accept additional grant funds from the Texas Department of Housing
and Community Affairs in the amount of$736,066.00, for the Fiscal Year 2010 Comprehensive Energy
Assistance Program;
2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Grants Fund by $736,066.00; and
3. Apply indirect costs to the additional grant funds at a rate of 19.18 percent, which represents the most
recently approved rate for this department and apply the new approved rate when available.
DISCUSSION:
The Comprehensive Energy Assistance Program (CEAP) provides utility payment assistance; repairs
and/or replacement of inefficient or inoperable appliances; direct services support to new customers;
program outreach; and case management to promote energy self-sufficiency. All households at or below
200 percent of the Federal Poverty Income Guidelines are afforded access to the program. Ten
neighborhood Community Action Partners offices are utilitized to deliver program services.
For the last several years, the Texas Department of Housing and Community Affairs (TDHCA) has notified
the City to use the prior year's contract amount as a planning figure pending execution of the contract. The
total 2009 CEAP grant award was $4,892,294.00. On January 12, 2010, (M&C C-24026) the City Council
approved acceptance of funding from TDHCA in an amount up to $5,500,000.00, and on July 13, 2010,
(M&C C-24343) the City Council approved acceptance of additional funding from TDHCA in an amount up
to $1,630,676.00 for a total of$7,130,676.00.
On September 13, 2010, the City received notification from TDHCA that the revised actual grant award for
this year is in the amount of$7,866,742.00. Approval to accept and appropriate the additional grant funds
in the amount of$736,066.00 is requested. No matching funds are required from the City.
This program serves ALL COUNCIL DISTRICTS.

The Financial Management Services Director certifies that upon approval of the above recommendations
and adoption of the attached appropriation ordinance, funds will be available in the current operating
budget, as appropriated, of the Grants Fund.
