AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS
IN THE CULTURE AND TOURISM FUND IN THE AMOUNT OF $160,354.00 AND
DECREASING THE UNAUDITED, UNRESERVED, UNDESIGNATED FUND BALANCE
OF THAT FUND BY THE SAME AMOUNT, FOR THE PURPOSE OF INSTALLING
PUBLIC SAFETY RADIO SYSTEM INFRASTRUCTURE AT THE FORT WORTH
CONVENTION CENTER; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS
ORDINANCE CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL ORDINANCES
IN CONFLICT HEREWITH;AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2010-2011 in the
Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the
Culture and Tourism Fund in the amount of $160,354.00, and a decrease in the unaudited, unreserved,
undesignated fund balance of that fund by the same amount, for the purpose of installing public safety radio
system infrastructure at the Fort Worth Convention Center.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void
for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way
impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining
provisions shall be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance No.19355 and all other ordinances and appropriations
amending the same except in those instances where the provisions of this ordinance are in direct conflict
with such other ordinances and appropriations, in which instance said conflicting provisions of said prior
ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

the Fort Worth Convention Center at a Cost of$160,354.00, and Adopt Appropriation Ordinance Increasing
Appropriations in the Culture and Tourism Fund by the Same Amount and Decrease the Unaudited,
Unreserved, Undesignated Fund Balance of that Fund by the Same Amount
RECOMMENDATION:
It is recommended that the City Council:
1. Authorize execution of an Agreement with Motorola Inc., Using Houston-Galveston Area Contract No.
RA 01-08 for Equipment and Professional Services to install Public Safety Radio System Infrastructure at
the Fort Worth Convention Center at a cost of$160,354.00; and
2. Adopt the attached appropriation ordinance increasing appropriations in the Culture and Tourism Fund
in the amount of $160,354.00 and decreasing the unaudited, unreserved, undesignated fund
balance by the same amount.
DISCUSSION:
This M&C is for the purchase of a Bi-Directional Amplifier(BDA) necessary to improve public safety radio
coverage at the Fort Worth Convention Center. Recent construction in the downtown area, such as the
City's Houston Street Garage, has partially blocked the Fort Worth Convention Center from the City's radio
transmission sites. As a result, the coverage for public safety radio communications has been severely
impacted within the Convention Center structure.
BDA systems, such as the one proposed, are used to provide radio system coverage within facilities
where radio system signals are blocked or too weak to penetrate the structure. The implementation of a
BDA system at the Fort Worth Convention Center will restore the radio coverage necessary to support
public safety personnel operating during public events.
Staff recommends the execution of an agreement with Motorola Inc. to provide this service utilizing the
Houston-Galveston Area Contract (HGAC) No. RA 01-08. Motorola is the manufacturer of the City's public
safety radio system.
The IT Sourcing Initiative will have no impact on this project.
The Texas Interlocal Cooperation Act permits joint participation by local governments, states, state
agencies and non-profit corporations to use the Houston-Galveston Area Council (H-GAC) Cooperative
Purchasing Program. Purchases made by using H-GAC procedures satisfy otherwise applicable

competitive bidding requirements.
M/WBE —A waiver of the goal for M/WBE subcontracting requirements was requested by the IT Solutions
Department and approved by the M/WBE Office because the purchase of goods or services is from
sources where subcontracting or supplier opportunities are negligible.
FISCAL INFORMATION / CERTIFICATION:
The Financial Management Services Director certifies that upon approval of the above recommendations
and adoption of the attached supplemental appropriation ordinance, funds will be available in the current
operating budget, as appropriated, of the Culture and Tourism Fund. Upon approval, the unaudited,
unreserved, undesignated fund balance of the Culture and Tourism Fund will exceed the minimum reserve
as outlined in the Financial Management Policy Statements.
