Ordinance No. '16990-p6-2pp6 AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE GRANTS FUND IN THE AMOUNT OF $6pp,Opp, SUBJECT TO RECEIPT OF THE HUMAN TRAFFICKING TASK FORCES AND VICTIMS SERVICES GRANT FROM THE U.S. DEPARTMENT DF JUSTICE, OFFICE FOR VICTIMS OF CRIME, FOR THE PURPOSE OF FUNDING EFFORTS TO IDENTIFY AND RESCUE VICTIMS OF HUMAN TRAFFICKING BY THE POLICE DEPARTMENT; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE C1TY OF FORT WORTH, TEXAS: sI~cTION ~. That in addition to those amounts allocated to the various City departments for Fiscal Year 2pp5- 2pp6 and in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Grants Fund in the amount of $6pp,pOp, subject to receipt of the Human Trafficking Task Farces and Victim Services grant from the U.S. Department of Justice, Office for Victims of Crimes, far the purpose of funding efl:orts to identify and rescue victims of human trafficking by the Police Department. SECTION 2. That should any portion, section ar part of a section of this ordinance be declared invalid, inoperative or void far any reason by a court of competent jurisdiction, such decision, opinion ar judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3. That this ordinance shall be cumulative of Ordinance No. 16582 and ail other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. Authorize the City Manager to apply for and accept, if awarded, a 3-year grant from the Office far Victims of Crime in the amount of $450,000 to support law enforcement efforts to identify and rescue victims of human trafficking; 2. Authorize the City Manager to transfer $50,000 per year for three years from the Federal Awarded Assets Fund to the Grants f=und for the City`s match; 3. Authorize a Memorandum of Understanding between the U.S. Attorney for the Northern District of Texas, Mosaic Family Services, lnc., the Department of Homeland Security, Immigration and Customs Enforcement {ICE), and the City to participate in the Northern Texas Anti-Trafficking Task Team, a task force of bath governmental and non-governmental organizations {NGOs) from federal, state, regional and local entities to facilitate effective law enforcement cooperation between the aforementioned agencies to address victims of human trafficking; and 4. Adapt the attached appropriation ordinance increasing esfiimated receipts and appropriations in the Grants Fund by $500,000 upon receipt of the grant. DISC[1S510N: This grant in the amount of $450,000 from the Office for Victims of Crime is far the purpose of supporting law enforcement initiatives to identify and rescue victims of human trafficking. This grant will allow the City to establish a Fort Worth Police Department Anti-Trafficking Program. This Anti-Trafficking Program will involve significant collaboration between the Fort Worth Police Department and the U.S. Attorney far the Northern District of Texas, the Department of Homeland Security, Immigration and Customs Enforcement, and Mosaic Family Services lnc. Each of these organizations is a partner of the North Texas Anti- Trafficking Team (NTATT). The NTATT is a formal partnership of state and loco! governmental and non-governmental agencies formed in response to recent evidence indicating that: (1) sex trafficking is a serious and growing problem in North Texas; {2) North Texas has a significant potential for labor and prostitution exploitation; (3) there is a Lagname: 35DOJ-OVC Page 1 of 2 serious [ack of understanding and awareness afi the problem of human trafficking among NGOs and local law enforcement groups; and (4} the realization that the complex needs of trafficking victims demands a coordinated joint community response to the problem. If the grant is awarded, fhe Fort Worth Police Department Anti-Trafficking Program will include salary and benefits for one law enforcement officer and one public education program coordinator that will specifically provide services for victims of human trafficking, as well as surveillance equipment, computer equipment and software. The grant will also include funding for training, supplies, a public awareness campaign, and outreach material. The program will support the work nfi the NTATT by providing training, public awareness, victim outreach and coordination of services in Fort Worth and surrounding areas. if the grant is awarded, the AntiWTrafficking Program period will be October 1, 2006 to September 30, 2009. A Memorandum of Understanding (MOU} between the U.S. Attorney for the Northern District of Texas, Mosaic Family Services, Inc., the Department of Homeland Security, Immigration and Customs Enforcement (ICE), and the City is required by the grant and pre-defines the processes, procedures and different roles of each of the participating entities. The I-aw Enforcement Task Forces and Services for Human Trafficking Victims grant requires matching funds of $150,000 of which the Police Department will budget $50,000 per year for three years in the federal awarded asset budget, beginning in FY 2006-2007.
