AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS
IN THE WATER CAPITAL PROJECTS 04 FUND IN THE AMOUNT OF $35,500,000.00
AND IN THE SEWER CAPITAL PROJECT 04 FUND IN THE AMOUNT OF
$14,500,000.00, FROM THE PROCEEDS OF WATER AND SEWER SYSTEM REVENUE
BONDS, SERIES 2010C, FOR THE PURPOSE OF FUNDING APPROVED WATER AND
SEWER INFRASTRUCTURE PROJECTS; PROVIDING FOR A SEVERABILITY CLAUSE;
MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL
ORDINANCES IN CONFLICT HEREWITH;AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2010-2011 in the
Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the
Water Capital Projects 04 Fund in the amount of$35,500,000.00 and in the Sewer Capital Project 04 Fund
in the amount of$14,500,000.00, from the proceeds of Water and Sewer System Revenue Bonds, Series
2010C for the purpose of funding approved water and sewer infrastructure projects.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void
for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way
impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining
provisions shall be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance No.19355 and all other ordinances and appropriations
amending the same except in those instances where the provisions of this ordinance are in direct conflict
with such other ordinances and appropriations, in which instance said conflicting provisions of said prior
ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

SUBJECT:
Adopt an Appropriation Ordinance to Appropriate $50,000,000.00 in Proceeds from Water and Sewer
System Revenue Bonds, Series 2010C for Approved Water and Sewer Infrastructure Projects
RECOMMENDATION:
It is recommended that the City Council adopt the attached appropriation ordinance increasing estimated
receipts and appropriations in the Water Capital Projects 04 Fund in the amount of$35,500,000.00 and in
the Sewer Capital Project 04 Fund in the amount of$14,500,000.00, from the proceeds of Water and
Sewer System Revenue Bonds, Series 2010C for approved water and sewer infrastructure projects.
DISCUSSION:
On September 14, 2010, the City Council adopted Ordinance No. 1933-09-2010 (M&C G-17047)
authorizing the issuance and sale of Water and Sewer System Revenue Bonds, Series 2010C. The
$50,000,000.00 will be allocated to projects where contracts have been awarded by City Council under the
commercial paper program. These projects include, but are not limited to the following:
• Southside II Transmission Main
• Village Creek Water Treatment Plant Trinity River Parallel Siphon Crossing
• McCart Avenue Booster Pump Station and 5 MG Ground Storage Tank
• SH 121 T Water and Sanitary Sewer Relocations
• M-244B Emergency Sanitary Sewer Rehabilitation
• Recoating South Holly Clearwells No. 6 and No. 7
• Fort Worth Museum of Science and History -Water and Sewer improvements
• Como Pump Station Expansion and Water Transmission Main
• Water SCADA Building Generator Replacement and Dual Power Feed
• Museum Place -Water and Sewer Improvements
• Westside Water Treatment Plant
• Emergency Repairs for Sewer Mains TCWSC and M-258AR
Approval of this action will release $50,000,000.00 in commercial paper authority for use in the funding of
future projects, in accordance with the commercial paper program.
FISCAL INFORMATION /CERTIFICATION:
The Financial Management Services Director certifies that upon adoption of the attached appropriation
ordinance, funds will be available in the current capital budget, as appropriated, of the Water and Sewer
Revenue Bonds, Series 2010C.
