HomeMy WebLinkAboutOrdinance 19448-11-2010 Ordinance No. 19448-11-2010 AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE GRANTS FUND IN THE AMOUNT OF $500,000.00, SUBJECT TO RECEIPT OF THE 2010 CHILD SEXUAL PREDATOR PROGRAM GRANT FROM THE UNITED STATES DEPARTMENT OF JUSTICE, COMMUNITY ORIENTED POLICING SERVICES, FOR THE PURPOSE OF FUNDING THE POLICE DEPARTMENT'S FIGHT AGAINST SEXUAL PREDATORS AND THE EXPLOITATION OF CHILDREN; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,TEXAS: SECTION 1. That in addition to those amounts allocated to the various City departments for Fiscal Year 2010-2011 in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Grants Fund in the amount of$500,000.00, subject to receipt of the 2010 Child Sexual Predator Program Grant from the U. S. Department of Justice, Community Oriented Policing Services, for the purpose of funding the Police Department's fight against sexual predators and the exploitation of children. SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3. That this ordinance shall be cumulative of Ordinance No.19355 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. SECTION 4. This ordinance shall take effect upon adoption. Authorize the City Manager to ratify the application for and accept, if awarded, a 2010 Child Sexual Predator Program grant from the U.S. Department of Justice, Community Oriented Policing Services in an amount up to $500,000.00; 2. Authorize the City Manager to execute a contract with U.S. Department of Justice, Community Oriented Policing Services in connection with the acceptance of the grant; and 3. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Grants Fund by $500,000.00 subject to receipt of the grant. DISCUSSION: The City of Fort Worth is requesting $500,000.00 in funding under the Fiscal Year 2010 Community Oriented Policing Services (COPS) Child Sexual Predator Program Grant to enhance the Police Department's fight against sexual predators and the exploitation of children. The Police Department has a Crimes Against Children Unit (CACU) that investigates various types of crimes against children and a Vice Unit which conducts proactive online solicitation investigations of predators pursuing minors using an undercover juvenile screen name on the internet. The Police Department's goals under this grant are to increase the investigation hours the department devotes to internet crimes against children in an effort to dramatically decrease the number of child sexual predators within the surrounding communities, to provide training to certify two detectives in digital forensics and to provide training for CACU investigators in online child sexual predator issues. Under this project, CACU officers will actively search for online predators on social networking sites and in chat rooms, using an undercover juvenile screen name. Funding of$228,182.00 will provide the civilian forensic analyst salary and associated fringe benefits for 24 months, $95,805.00 will fund officer and detective travel and training, $74,895.00 will fund equipment purchases, $14,900.00 will fund DNA outsourcing and $86,218.00 will fund officer overtime.
