TO CITY SECRETARY CONTRACT No. 52483
WHEREAS, the City of Fort Worth (CITY) and Halff Associates,
Inc. , (ENGINEER) made and entered into City Secretary Contract No. 52483,
(the CONTRACT) which was authorized by M&C No.C-29147 on the 11 day of
June, 2019 in the amount of $ 930, 000 . 00; and
WHEREAS, the CONTRACT was subsequently revised by: Amendment No. 1
in the amount of $27, 000 . 00 which as administratively authorized on the
23 day of June, 2020; Amendment No. 2 in the amount of $37, 000 . 00 which
as administratively authorized on the 2 day of September, 2020; Amendment
No. 3 in the amount of $35, 945 . 00 which as administratively authorized
on the 28 day of December, 2020; Amendment No. 4 in the amount of
$36, 700 . 00 which as authorized by M&C No. 21-0219 on the 14 day of April,
2021; Amendment No. 5 in the amount of $56, 841 . 00 which as
administratively authorized on the 25 day of October, 2021, and
WHEREAS, the CONTRACT involves engineering services for the
following project:
CentrePort Trail Phase I and Phase II project; and
WHEREAS, it has become necessary to execute Amendment No. 6 to the
CONTRACT to include an increased scope of work and revised fee.
NOW THEREFORE, CITY and ENGINEER, acting herein by and through their
duly authorized representatives, enter into the following agreement,
which amends the CONTRACT:

Article I of the CONTRACT is amended to include the additional
engineering services specified in proposal attached hereto and
incorporated herein (Attachment A) . The cost to City for the additional
design services to be performed by Engineer totals $428, 665. 00. (See
Attached Funding Breakdown Sheet, Page -4-)
2 .
Article II of the CONTRACT is amended to provide for an increase in
the fee to be paid to Engineer for all work and services performed under
the Contract, as amended, so that the total fee paid by the City for all
work and services shall be an amount of $1,552,151 . 00.

BASIC SCOPE OF SERVICES
TASK 1 —COORDINATION/MANAGEMENT/COMMUNICATION
Agency Coordination Meetings:
In addition to items described under Task 1 of the original scope of services as a continuation of the
Professional Services Agreement dated June 11, 2019, ENGINEER will coordinate and facilitate
coordination tasks with the OWNER, PARTNER, ADMINISTRATOR, and other entities as necessary,
including but not limited to,THE/DART, USACE,TRWD, utility companies, and local stakeholders.Tasks
will include design review meetings, submittal document reviews and general question and answer.The
additional number of meetings will total up to ten (10), five (05) per City. Additional meetings are
excluded from this amendment.
Drawing Deliverable/Design Review Meetings:
ENGINEER will conduct three (03) design submittal review meetings to discuss all comments related to
the PROJECT at the 30% submittal milestone. One (01)with the City of Fort Worth (CLIENT, OWNER),
one (01)with the City of Grand Prairie (PARTNER, OWNER), and one (01)with OWNER, PARTNER,
ADMINISTRATOR and other entities. All design submittal review meetings will be held at the ENGINEER's
office or virtually via WebEx.The meeting and submittal milestones shall be as follows:
■ 30% Revised Design Drawings—Three (03) meetings
TASK 2 — DATA REVIEW/SITE VISIT/SURVEY/BASE MAP
Site Visit/Walkthrough/Investigation:
ENGINEER will initiate and coordinate a maximum of three (03) site investigation study/information
gathering meeting related to the topography of the site, soils composition and analysis, utilities,
vegetation areas, and plan impacts. The impacts and opportunities that results from these studies will
be documented for use in the final development plan preparation process.
Topographic and Boundary Surveying Services:
Based upon the NCTCOG, TxDOT, City of Fort Worth, and City of Grand Prairie approval of the trail
alignment changes after the 30% package was submitted on June 12, 2020, ENGINEER and licensed
surveyor will perform detailed topographical and boundary surveying for the PROJECT. ENGINEER shall
conduct all necessary site survey and production of survey drawings available in both hard copy and CAD
format. Conduct necessary investigation and issuance of reports. The horizontal datum of survey will be
based on Texas State Plane Coordinate System 4202 North Central Texas datum. The survey and
investigation will include the following:
a. Horizontal and Vertical control points will be established such that all points of construction will
be within 500-to-1,000 feet of a control point.
b. Topographic features, including above ground physical structures and elements,will be surveyed
along with all other features pertinent to design located within the 100' project area (50' either
side of the trail centerline) associated with the PROJECT alignment (attached). For existing trees,
see below.

c. Site topography, with ground surface contours at an interval of one (1) foot supplemented by
appropriate spot elevations accurate to 0.1-foot elevation.
d. Flood plain, if applicable.
e. Property Boundaries and ROW (property ownership research and support for Right of Way
acquisition).
f. Existing above and at grade utilities will be identified, along with other visible surface features
based on field ties of visible surface appurtenances. Underground utilities and appurtenances are
included under Task 3.
g. Existing trees 6-inches in caliper or larger within the existing right-of-way and/or project areas
(based on revised 30% design) will be tied, with caliper size and tagged; where applicable when
in proximity to roadway corridors.This excludes tree species identification. See Task 7 for further
information.
h. OWNER and franchise utilities record information.The surveyor and engineer cannot certify as to
the accuracy or completeness of the record documents used to locate the existing underground
utilities.
All field work and data processing described above are contingent upon the ability to acquire all
necessary Rights of Entry(ROE). It is understood that the City of Fort Worth and City of Grand Prairie
shall take responsibility for acquiring all necessary ROE's. If ROE's are not applicable, either through
acquisition or feasibility, ENGINEER has included an Optional Task 2A(see below)to perform Geospatial
Surveying Services to cover all work described above,where applicable.
Data Processing, Review, and Compilation:
Once all topographic and boundary services are complete, either by conventional field crews or
geospatial equipment described under Optional Task 2A below, ENGINEER shall process all data
gathered, perform a thorough review of all elements described above, and compile all information into
an updated CAD file including the originally acquired survey data based on the 30% package submitted
on June 12, 2020.
TASK 3 —TRAIL ALIGNMENT STUDY
Concept Development of Trail Realignment Options/Preliminary Design Studies:
After the 30% package was submitted on June 12, 2020, the alignment was confirmed to be unfeasible
due to property complications. Between June 12, 2020 and May 26, 2021, multiple alignment
assessments, investigations, site visits, exhibits, base-mapping, and evaluations were completed to
determine a final alignment for Phase 2. Additionally,weekly coordination meetings with NCTCOG,
TxDOT, City of Fort Worth, and City of Grand Prairie began on April 6, 2021. It is understood that the
weekly meetings will continue through June 2021,totaling ten (10) meetings. All effort described herein
under this task resulted in the approved Phase 2 alignment on June 2, 2021 from the City of Fort Worth
as well as the Notices to Proceed from the City of Grand Prairie on June 9, 2021 and the City of Fort
Worth on June 15, 2021. Additional meetings are excluded from this amendment.
City of Fort Worth Alignment Study:
The alignment utilizing the JPCentre Property north of the T.R.E. line was confirmed to be unfeasible
within the City of Fort Worth. As a result, the City of Fort Worth requested ENGINEER to explore value-

engineered alignment alternative options for review and approval to determine a revised and preferred
alignment. As described above, a preferred alignment was approved by the City of Fort Worth, NCTCOG,
and TxDOT,which avoids the JPCentre property and traverses south of T.R.E. line within the T.R.E.
R.O.W. limits and connects to Trinity Blvd. The deliverables resulted in exhibits, Cost Estimation, and
coordination with the geotechnical engineer.
City of Grand Prairie Alignment Study:
The City of Grand Prairie requested ENGINEER to explore alignment alternative options for review and
approval to determine the preferred alignment along Roy Orr Blvd.The effort requested by the City of
Grand Prairie included assessments and evaluations of existing features and infrastructure (utility,
structures, ROW, pavement, and amenities) along the west and east sides of Roy Orr Blvd.The
deliverables resulted in ROW Strip Maps, Cost Estimation, and coordination with the geotechnical
engineer.
Subsequent Deliverables:
ENGINEER shall provide all revised and subsequent construction documentation, as described below
under Task 5, to follow the approved realignment, pending minor adjustments based on future design
investigations and coordination with OWNER and/or ADMINISTRATOR.
Note: Compensation is being requested for the tasks described above, which have already been
provided.
TASK 4—CONSTRUCTION DOCUMENTATION
Construction Document Preparation (Revised 30%Schematic Design):
Based upon the Phase 2 approved alignment, ENGINEER shall deliver revised design drawings and cost
opinion documents for the 30% milestone to the OWNER and ADMINISTRATOR on the dates set on the
revised project schedule approved by ADMINISTRATOR.The revised 30%design drawings will be
integrated with the trail construction drawings and future 60%and 90% milestones described under
Task 5 of the original scope of services as a continuation of the Professional Services Agreement dated
June 11, 2019.
Milestone dates on the approved schedule are based on assumed ADMINISTRATOR submittal review
periods. Review periods exceeding those assumptions may impact the future submittal dates and/or Let
Date.
As described in the ASSUMPTIONS section within this contract amendment,the revised 30%, 60%, &
90%construction documentation will be separated into two (2) stand-alone, individual
packages/portfolios (including all City-Specific contracts, general conditions, bonds, and proposal
including TxDOT Specifications and special provisions)for both the City of Fort Worth and the City of
Grand Prairie.
Design documents should include each of the anticipated improvements identified in the ASSUMPTIONS
section within this Contract Amendment above as well as the improvements identified in the PROJECT
DESCRIPTION section within the original scope of services stated in the PSA dated June 11, 2019. Design

for all improvements shall follow current TxDOT and OWNER design standards, and AASHTO design
guidelines for bicycle facilities unless directed otherwise by TxDOT and OWNER. Besides the anticipated
improvements described above, ENGINEER's design plans shall also contain the following base
information:
a. Project name; and if applicable, the street address, and lot and block description.
b. Date, scale, north point, and the names, addresses, and telephone numbers (of readily available)
of each property owner and the person preparing the plan.
c. Location of existing boundary lines and ROW(with proposed property/easement acquisitions
marked and with ownership data summary table on each sheet).
d. Approximate centerlines of existing water courses and the location of the floodplain; the
approximate location of significant drainage features; and the location of existing and proposed
streets and alleys, driveways, and sidewalks on or adjacent to the lot.
e. Approximate location of overhead, known underground utility lines, and utility easements
within the project limits, including the location of utility poles, generators, and equipment.
f. Visibility triangles if applicable.
ENGINEER's design plans shall be suitable for use in 11-inch x 17-inch format with black and white line
work and with screened-back black and white (gray-tone) aerial photo background in the overall site
plan. ENGINEER shall provide OWNER and ADMINISTRATOR with three (03) hard copies (full size) and
one (01) electronic PDF for OWNER and ADMINISTRATOR review.
ENGINEER shall, at the request of the OWNER or ADMINISTRATOR, transmit electronic copies of
ENGINEER work product components including data, photos, images, text, designs, and cost opinions for
project-related use by OWNER or ADMINISTRATOR including project budgeting and project
coordination/communication.
ENGINEER shall attend one (01) meeting at the revised 30% milestone described above with OWNER and
ADMINISTRATOR to discuss OWNER or ADMINISTRATOR review comments regarding the design
drawings and cost opinions. After the review, ENGINEER shall update design drawings and cost opinions
incorporating input from OWNER or ADMINISTRATOR into the future 60% and 90% milestones as a
continuation of the scope of services stated in the PSA dated June 11, 2019.The revised 30%design
drawings of each stand-alone package for the City of Fort Worth and the City of Grand Prairie shall
include the following:
A) Revised 30%Schematic Design
Per the original scope of services stated in the Professional Services Agreement dated June 11,
2019, ENGINEER's revised 30%schematic design drawings shall include the following sheets, in
order shown below:
a. Cover sheet (1 sheet)
b. TxDOT Fort Worth District Standard General Notes (1 sheet)
c. Preliminary Quantity Summary Sheet(1 sheet)
d. Overall site plan (with key map and references to plan sheets as noted below) (1 sheet)
e. Engineering plans (erosion control, utilities,traffic control, structural, etc.)
i. Structural effort shall include:

h. Preliminary Environmental Review findings and delineations as described below.
B) Subsequent Construction Documentation Preparation:
Per the original scope of services stated in the PSA dated June 11, 2019, ENGINEER will prepare
60%and 90%construction documents reflecting the Phase 2 approved alignment, after the
revised 30%design drawings have been reviewed and approved by both the OWNER and
ADMINISTRATOR.
TASK 5 —OPINION OF PROBABLE CONSTRUCTION COST
Based upon the Phase 2 approved alignment, ENGINEER shall provide an updated opinion of probable
construction cost for the revised 30% design drawings as well as at each of the subsequent delivery
milestones described above for both the City of Fort Worth and the City of Grand Prairie, incorporating
all alignment changes as result of the approved 30%design. ENGINEER's opinion of probable
construction cost shall be based on the quantities indicated on the ENGINEER's plans and on the unit
prices current at the time of the cost opinion preparation.
TASK 6— ENVIRONMENTAL STUDY
This task is based upon the Phase 2 approved alignment. Since the City of Fort Worth and City of Grand
Prairie trail alignments for the Centreport Phase 2 project are being processed separately, additional
Categorical Exclusion (CE) documentation will be required by TxDOT.This scope includes effort needed
to process separate CE documentation, including an additional notice and opportunity to comment for
public involvement. In addition, the scope of work includes two archeological surveys, one for each
alignment, and a tree survey since these tasks were not included in the scope of services outlined in the
Professional Services Agreement dated June 11, 2019.
Categorical Exclusion (CE)Documentation
ENGINEER shall perform the following studies related to the environmental process for CE
documentation required by TxDOT. It is our understanding that federal funds will be used for the
proposed project. An environmental review and appropriate documentation is required for the
proposed project in accordance with NEPA of 1969 and the CEQ Regulations, 23 CFR Part 771, and 43
TAC Chapter 2, Subchapter C. This scope of work and fee estimate are based on the assumption that the

proposed improvements would meet the requirements of 23 CFR 771.117, Categorical Exclusions.The
environmental process will follow guidance published by TxDOT regarding CE determinations.The
project is assumed to be considered a "c-list" CE project based on 23 CFR 771.117(c)(3) Construction of
bicycle and pedestrian lanes, paths, and facilities. In the event it is determined by TxDOT that a CE is not
the appropriate level of documentation for the project, ENGINEER will notify the Client and a
supplemental scope of work will be prepared to allow completion of other suitable documentation.The
following tasks will be necessary to receive a CE determination from TxDOT.
Coordination/Administration and Quality Assurance/Quality Control
ENGINEER shall be responsible for directing and coordinating activities associated with the
environmental services, including necessary coordination with local and/or state agencies. Appropriate
communication will be maintained between ENGINEER and the Client. ENGINEER will attend one (1)
meeting to discuss relevant project issues. ENGINEER will organize and maintain the project records.
ENGINEER shall conduct quality assurance/quality control reviews for all draft and final deliverables
throughout the duration of the project.
Proiect Scoping
The purpose of this task is to provide scoping documentation to TxDOT to initiate the CE process and
identify the technical studies that will be required for the project. Data collection and documentation
preparation for preliminary scoping had begun after the ENGINEER submitted the Centreport Trail Phase
2 30%schematic design in June 2020.The ENGINEER was informed to stop all efforts on Phase 2 in
November 2020.Therefore, the ENGINEER shall obtain the most recent digital environmental
information• available from appropriate local, state, and federal agencies. Data collected through this
task will be stored in GIS format. ENGINEER shall complete the Work Development Plan (WPD) 1 and
WPD II worksheets and submit to TxDOT.The following resources will be addressed in the worksheets:
• Air Quality

• Biological Resources
• Water Resources
• Hazardous Materials
• Traffic Noise

Technical Reports
The purpose of this task is to prepare resource agency coordination requests and technical reports for
resources that require additional assessment as defined in the WPD worksheets.This project is
anticipated to require preparation of the following technical reports as further described in Tasks a
through f:
a) Species Analysis Form, Species Analysis Spreadsheet, and Tier I Site Assessment

The documentation and technical reports shall be submitted to TxDOT Fort Worth District and revised in
accordance with comments received from TxDOT during up to two (2) rounds of review.
a) Species Analysis Form,Species Analysis Spreadsheet, and Tier 1 Site Assessment:
The documentation shall include the assessment of vegetation and protected habitat impacts in
accordance with the MOU between TxDOT and Texas Parks and Wildlife Department (TPWD).
The documentation shall also include an assessment considering vegetation/land cover found in
the project area as compared to TPWD's Ecological Mapping Systems of Texas (EMST).
Documentation shall include the review of current species lists from the TPWD and the United
States Fish and Wildlife Service (USFWS), and an updated search request from TPWD's Texas
Natural Diversity Database (TXNDD).
This task includes the following deliverables:
• Species Analysis Form
• Species Analysis Spreadsheet
• Tier I Site Assessment
b) Surface Water Analysis Form,Section 404110 Impacts Table, and Waters of the U.S. Delineation
Report:
The documentation shall include a preliminary jurisdictional determination of waters of the
United States, including wetlands, within the existing and proposed right-of-way(ROW), and any
proposed temporary or permanent easements. This determination will be based on the
delineation of the boundaries and ordinary high-water mark of jurisdictional waters within the
ROW.
This task includes preparing the following deliverables:
• Surface Water Analysis Form
• Section 404/10 Impacts Table
• Waters of the U.S. Delineation Report
c) Historical Studies PCR:
ENGINEER shall complete a Non-Archeological Historic Resources PCR for the proposed project,
which will be sent to TxDOT for review.The PCR will provide information regarding the potential
for the presence of historic-age properties in the project's APE. The PCR will also include
attachments with maps of the proposed project limits and the project APE.

d) Archeological Background Study:
An Archeological Background Study shall be produced by a professional archeologist.The
Archeological Background Study shall include the following:
• Definition of the APE which includes existing (ROW), all proposed new ROW, easements
(temporary and permanent), and any other project-specific location designated by the
State, as well as consideration of the likely depth of impacts resulting from the proposed
project.
• The Archeological Background Study shall identify any areas where field investigations
are recommended.
e) Hazardous Materials ISA Technical Report:
ENGINEER shall complete a Hazardous Materials ISA for potential hazardous materials impacts.
The performance of the hazardous materials ISA will be sufficient to satisfy TxDOT's current
standards.The ISA shall include the following:
• Produce and submit to TxDOT a completed ISA using TxDOT's ISA format.The completed
ISA shall include copies of list search reports, including maps depicting locations,
photographs, recommendations, and any other supporting information gathered to
complete the ISA.
• Based on the ISA information, provide TxDOT a report discussing the known or potential
hazardous materials impacts.
Public Involvement
ENGINEER shall perform public involvement activities in accordance with TxDOT guidelines on Public
Involvement and TAC,Title 43, Part 1, Chapter 2 and 36 CFR 800.2 as described below. As described
under Basic Services, ENGINEER shall perform a notice and opportunity to comment by mail out.
ENGINEER shall develop and submit to TxDOT a notice for the opportunity to comment (NAOC), mailing
list, and summary documentation.The summary shall also include the comments received and
responses to comments, as well as modifications, if any, to the project resulting from comments
received.
EPIC Sheet
An EPIC design sheet shall be prepared and submitted to TxDOT and revised in accordance with
comments received from TxDOT.
Tree Species Identification and Documentation
As a continuation of Task 2 described above, once existing trees 6-inches in caliper or larger within the
existing right-of-way and/or project area (based on revised 30% design) have been located and tagged, a
certified arborist will identify by species and verify the measured diameter at breast height for each tree
as well as provide a table sorted by tag number.

Assumptions
• Technical reports or applicable documentation for the following items are excluded from this
scope of services: air quality, community impacts, noise, indirect impacts, and cumulative
impacts.This scope of work also excludes any coordination or documentation associated with
the Parks and Wildlife Code, Chapter 26 and Natural Resources Code, Chapter 183.
• This scope of work does not include preparation of a research design, performing a
reconnaissance survey(i.e., on the ground or archival research for historic structures/districts),
evaluation of National Register of Historic Places (NRHP) eligibility for non-archeological historic
resources, evaluation of effects on NRHP-eligible or-listed sites, development of mitigation
plans, or Section 4(f) evaluations.
• A public meeting and public hearing are not included in this scope of work.
• Effort to obtain right-of-entry from public or private landowners to allow for the completion of
environmental services is not included in this scope of work.
• This scope of work does not include threatened or endangered species surveys or Section 7
consultation with the USFWS under the Endangered Species Act.
• Preparation of a Preconstruction Notification (PCN), mitigation plan, or a U.S. Army Corps of
Engineers (USACE) Section 404 Individual Permit Application is not included in this scope of
work.
If TxDOT or a regulatory agency requires additional information other than that specified in this scope of
work, then a supplemental services agreement will be required.
CONTINGENCY TASK 6A—ARCHEOLOGICAL SURVEY
If it is determined that archeological surveys are needed through the archeological background study
reports and coordination with TxDOT, then the following task will be required.
Archeological Survey
Archeological Resource Studies and coordination shall be performed followingTxDOT's Environmental
Handbook for Archeological Sites and Cemeteries and the appropriate TxDOT Review Standard. An
Intensive Archeological Survey as defined in 13 TAC 26.15(7)will be performed for each project to satisfy
Section 106 of the National Historic Preservation Act, and Antiquities Code of Texas requirements for
determining whether archeological sites are present in the project's area of potential effects (APE), and
whether National Register of Historic Places and State Antiquities Landmark eligibility evaluation is
needed for any sites documented in the APE. A professional archeologist who meets the Secretary of

Interior's Standards and Guidelines for Archaeology and Historic Preservation and professional
qualification requirements for Principal Investigator(13 TAC 26.4) shall prepare a Texas Antiquities
Permit application and scope of work for approval by the State and the THC prior to conducting the
Archeological Survey. Following the field survey, an Archeological Survey Report shall be prepared for
review by TxDOT and the THC.The report shall fulfill the reporting requirements for the Antiquities Code
of Texas Permit.
TASK 7 — HYDROLOGY/HYDRAULIC STUDY
This task is based upon the Phase 2 approved alignment as well as the City of Fort Worth's Request for
Proposal (RFP) dated July 21, 2020 to prepare 100%Construction Documentation.The scope of services
provided below will act as additional effort from the original scope of services included in the
Professional Services Agreement dated June 11, 2019.
Introduction:
The proposed Centreport Trail Phase 2 alignment will potentially impact the floodplain or significant
channels at two (02) locations.
1. The first is located at the northwestern end of the trail within the City of Fort Worth, near
Centreport Station, the trail may run through a portion of backwater floodplain and will
cross an existing concrete drainage channel that drains the JP Centre TX development.
2. The second is located at the southeastern end of the trail within the City of Grand Prairie,
which introduces a new pedestrian bridge across the West Fork of the Trinity River
along the eastern side of Roy Orr Blvd.
All portions of the project that impact the West Fork floodplain will have to be considered in a CDC
permit that will need to be submitted to any cities impacted and USACE.The floodplain improvements
near Centreport Station will require a floodplain development permit from the City of Fort Worth.The
new pedestrian bridge at Roy Orr Blvd will require a floodplain development permit from the City of
Grand Prairie. In addition,the City of Grand Prairie will require a courtesy submittal of the floodplain
development permit also be submitted to the City of Fort Worth due to the close proximity between the
bridge and the city boundaries.
The bridge that parallels the Roy Orr Bridge will require a Conditional Letter of Map Revision (CLOMR),
before construction, and a Letter of Map Revision (LOMR) after construction. Based on the current
alignments, a CLOMR or LOMR are not expected to be required for the improvements within the City of
Fort Worth, therefore, no CLOMR or LOMR preparation services are included herein for the portion of
the trail within the City of Fort Worth.
In order to avoid delays in permit approval, it is advisable that any floodplain permits be submitted as
early in the design process as feasible. It is understood that the alignment is likely to change during the
design process. With these two issues in mind, it is expected to submit the various floodplain permits
after 90%design phase is complete, but before 100%design is complete.Therefore, the permitting itself
is not included in this amendment, but will be included in the amendment for the final 10%. If significant
floodplain related changes are made later in the design or construction process,then additional services
and fees will be required to evaluate the changes and re-submit for the appropriate floodplain permits.
All expected H&H services through 90%design have been included, as detailed below.

Due to the integral relationship in the modeling and permitting, it is assumed that both portions (Grand
Prairie and Fort Worth)will be performed simultaneously. Separating the permitting, or permitting at
different times, will require additional services and fees.
Proposed Services
City of Fort Worth:
PRELIMINARY PHASE (30%-90%)—Modeling of design alternatives, but no formal reports or permit
applications.
a. Model Data Acquisition—Obtain the regulatory hydraulic floodplain models from the USACE and
the Cities of Fort Worth and Grand Prairie.
b. Hydrology—No hydrologic modeling will be performed. Effective hydrology will be utilized for all
modeling.
c. Hydraulic Modeling
a. The proposed alignment within Fort Worth does not cross into the west fork Trinity
floodplain; therefore, no floodplain or related permitting should be required.
b. No floodplain or drainage modeling or permitting for the Fort Worth portion of the
project. Only potential impacts will be evaluated based on the floodplain changes for
the Grand Prairie portion of the project to ensure that these assumptions do not
change. Findings will be documented and submitted to the City of Fort Worth.
c. Unnamed Tributary of West fork(JP Center)-The design plans show that the channel
from the JP Centre is containing the 100-year floodplain.The current design would clear
span of the existing channel and have no floodplain impact. Based on these facts,there
should be no need for hydrologic or hydraulic modeling.
City of Grand Prairie:
PRELIMINARY PHASE (30%-90%)—Modeling of design alternatives, but no formal reports or permit
applications.
a. Model Data Acquisition—Obtain the regulatory hydraulic floodplain models from the USACE and

a. Duplicate Effective Models- Execute the effective models received from the relevant
agencies to ensure that they run and provide the expected results. If these models do
not provide the expected results, then additional services and fees may be required.
b. Corrected Effective Models- Prepare a corrected effective model for each of the models
discussed below to correct any significant modeling issues encountered that must be
addressed to assess the project. Minimal Corrected Effective changes will be made.
c. Pre-Project—Incorporate any significant man-made changes to the model needed to
adequately represent pre-project conditions for this project.
d. Post-Project Model—Develop a post-project model that incorporates the proposed
changes in the design plans. If needed, recommend changes to bring the project into
compliance with the various floodplain requirements. One iteration is expected for each
design phase (60%, 90%, and 100%),with no major changes after submission to a
regulatory agency.

e. Models
i. FEMA Effective Model —For use in the Roy Orr Bridge area and consideration of
the City of Fort Worth alignment.
ii. USACE CDC 100-year Model— For use in the CDC permit for all portions of the
trail alignment that impact the West Fork floodplain.
iii. USACE CDC SPF Model—For use in the CDC permit for all portions of the trail
alignment that impact the West Fork floodplain.
d. Preliminary Floodplain Permitting
a. CDC Permit—ENGINEER shall prepare a CDC permit application for submittal to the City
of Grand Prairie and USACE.The CDC cost recovery fee will be paid by the City when
submitted to USACE for review.
b. Permit Coordination—Coordinate with the City, USACE, and FEMA to address comments
and facilitate review and approval of these permits.
TASK 8—TRAIL UNDERPASS STUDY
This task is based upon the Phase 2 approved alignment.The scope of services provided below will act
as additional effort from the original scope of services included in the Professional Services Agreement
dated June 11, 2019.
Introduction:
Centreport Trail Phase 2 will pass under the T.R.E. Railroad Bridge at one (01) location.The purpose of
this study is to evaluate the potential to design the trail underpass with enough width for pedestrians
and bicycles, while posing minimal impacts on the existing railroad structure.
Trail Underpass Study:
The trail underpass is located east of the T.R.E. Centreport Station and on the eastern edge where the
T.R.E. railroad bridge passes across an existing concrete drainage channel. Upon coordination with
T.R.E., ENGINEER shall study different trail alignment options. In accordance with the geotechnical
reports and global stability analysis, ENGINEER shall provide trail underpass design options for review
and approval of T.R.E., OWNER, and ADMINISTRATOR. ENGINEER shall provide the determination of
structural capacity or limitations related to repair/removal/replacement of existing support
columns/abutments/wing walls, or other demolition/construction activities.
Coordination:
ENGINEER shall provide trail underpass alignment recommendations and coordinate with T.R.E.,
OWNER, and ADMINISTRATOR about trail underpass through railroad R.O.W. ENGINEER shall attend two
(02) meetings with T.R.E., OWNER, and ADMINISTRATOR to review the alignment/underpass design
recommendations, and cost opinions as described under Task 1.
TASK 9 —GEOTECHNICAL STUDY (CITY OF GRAND PRAIRIE)
This task is based upon the Phase 2 approved alignment.The scope of services provided below shall be
within the Geotechnical Engineer scope of work and will act as additional effort from the original scope

Prairie will be receiving two (02) separate Geotechnical reports, one (01) for the trail design
investigation and one (01) of the Roy Orr Blvd. retaining wall investigation.
TASK 9A—Trail Design Investigation:
Field Investigation,Subsurface Drilling, and Slope Stability Analyses:
1. Drillers and technicians will investigate and evaluate subsurface conditions with:
a. Fifteen (15)total proposed borings:
i. Twelve (12) Retaining Wall Borings
ii. One (01)Trail Boring
iii. Two (02) Bridge Crossing Borings
2. Slope stability analyses, along with Direct Shear and Triaxial Testing, will be performed in areas
where steep slopes are adjacent to the proposed trail alignment.
3. For areas of limited access, tree clearing and site leveling will be performed, where applicable
and if necessary, upon approval from OWNER.
4. Traffic control will be performed along Trinity Blvd. and Roy Orr Blvd., or where applicable to
complete the field work, consisting of signs and cones for all test borings.
Engineering Report:
One (01) engineering report will be prepared to present the results of the field and laboratory data
together with the analyses of the results and recommendations. ENGINEER, in coordination with
Geotechnical Engineer,will provide three (03) 8.5"x11" printed copies and a PDF electronic copy of the
report.The report will address:
1. Plan of borings, boring logs, water level observations, and laboratory test results.
2. Recommendations for drilled piers drilled along steep existing slopes for the pedestrian bridge.
3. Recommendations for bridge approach trail slabs.
4. Foundation recommendations for retaining walls. Global stability analyses will be required
where piers for the pedestrian bridges and for any areas where piers must be constructed along
a steep existing slope.
5. Recommendations for trail embankments constructed adjacent to steep slopes that do not meet
TxDOT requirements for long term stability based on the PI of the sloped embankment.
6. Soil swell PVR below trail.
7. Recommendations for new trail construction.

Should unusual or unanticipated conditions be encountered during the field investigations or after the
Preliminary Geotechnical Report has been completed that require additional information during the
design phases, Contingency services meant to provide additional recommendations, analyses, or reports

Task 9113— Roy Orr Blvd. Retaining Wall Field Investigation:
This is for the evaluation of the existing rubble retaining wall along Roy Orr Blvd.The scope of services
provided below shall be within the Geotechnical Engineer scope of work and will act as additional effort
from the original scope of services included in the Professional Services Agreement dated June 11, 2019.
Field Investigation,Subsurface Drilling, and Slope Stability Analyses:
1. Drillers and technicians will investigate and evaluate subsurface conditions with:
a. Eight (08)total proposed borings:
i. Four(04)Test borings on top of retaining wall
ii. Four(04)Test borings along the bottom of the retaining wall
2. Phasing:

i. Investigation of geotechnical borings and test pits near the top of the existing
wall, deep borings at the bottom of the existing wall, and geotechnical testing.
ii. Wall evaluation will be performed by Geotechnical Engineer and GWC
Engineering.
3. Traffic control will be performed along Roy Orr Blvd., or where applicable to complete the field
work, consisting of signs and cones for all test borings.
Engineering Report:
An engineering report will be prepared to present the results of the field and laboratory data together
with the analyses of the results and recommendations. ENGINEER, in coordination with Geotechnical
Engineer, will provide three (03) 8.5"x11" printed copies and a PDF electronic copy of the report.The
report will address:
1. Plan of borings, boring logs, water level observations, and laboratory test results.
2. Foundation recommendations for retaining walls.
3. Comments on the presence and effort of expansive soils on slab-on-grade construction will be
provided. Alternative methods of reducing and anticipated shrink/swell movements associated
with expansive clays will be included for slab-on-grade construction.
4. Pavement subgrade stabilization recommendations.
5. Recommendations for site grading and compaction of earthwork will be presented.
6. Evaluation of existing wall details and estimate of active pressure that could be resisted by the
wall if it was constructed properly.This will include an inspection of the wall by GWC
Engineering identifying any existing distress, lateral movement and construction defects visually
observed. In addition, GWC Engineering will include possible defects that not visible that has
been seen in the past with mortared stone walls that cause distress such as, but not limited to,
hollow cavities within the wall that were not grouted and reinforced properly and weak
between the stones.

7. Design documents for stabilization for existing wall using tie-backs with tie-back spacing
designed to miss existing utilities based on existing utility locations and invert elevations
provided by others.The structural design will be based on design parameters provided by the
Geotechnical Engineer.
8. New reinforced concrete wall on piers placed adjacent to the existing mortared stone wall as a
possible alternative if tie-backs are not possible.The structure design will be based on design
parameters provided by the Geotechnical Engineer.

RECOMMENDATION:
It is recommended that the City Council authorize execution of Amendment No. 6 to City Secretary
Contract No. 52483, an engineering agreement with Halff Associates, Inc. to provide additional
engineering design services for the CentrePort Trail project, in an amount not to exceed $428,665.00,
for a total contract value of$1,552,151.00 (City Project No. 100082).
DISCUSSION:
The purpose of this Mayor and Council Communication (M&C) is to authorize execution of
Amendment No. 6 with Halff Associates, Inc. (Halff) to provide additional engineering design services
for the CentrePort Trail Phase I and Phase 11 project (City Secretary Contract No. 52483), in an
amount not to exceed $428,665.00, for a total contract value of$1,552,151.00 (City Project No.
100082).
This project includes two phases. Phase I will start at the new American Airlines Campus in the east
Fort Worth CentrePort area, connect to Arlington River Legacy Trails, and terminate at the Trinity
Railway Express (TRE) CentrePort Station (approximately 1.6 miles total). Phase 11 will start at the
THE CentrePort Station and extend east along the THE railroad until meeting Trinity Boulevard, and
then continue heading south to Mike Lewis Park in Grand Prairie (approximately 3.5 miles total). A
map showing these routes is attached. Anticipated improvements include a 12-foot wide concrete
paved trail, 2-foot wide shoulder on both sides of the trail and other trail structures.
Amendment No.6 scope includes Phase 11 trail alignment revision and 30\% package resubmittal.
Specific scope items include additional topographic survey, additional geotech borings and reporting,
resubmittal of layout and grading plans, additional hydraulic and hydrology study, additional
archaeological survey and resubmittal of environmental documents.
Halff has been under contract (M&C C-29147 and City Secretary Contract No. 52483) since June 11,
2019, providing engineering design services for Phase I and Phase 11 projects. The amount in the
original engineering contract is $930,000.00. To date, five amendments have been administratively
approved. Amendment No. 1 in the amount of$27,000.00 was for increased scope for archeological
survey and geotechnical analysis of Phase 1. Amendment No. 2 in the amount of$37,000.00 was for
additional hydrology and hydraulic studies. Amendment No. 3 in the amount of$35,945.00 was for the
additional geotechnical test boring for retaining wall piers of Phase 1. Amendment No.4 in the amount
of$36,700.00 authorized on March 3, 2021 (M&C 21-0219) was for a Global Stability study, and
revisions to the environmental technical report of Phase 1. Amendment No.5 in the amount
of$56,841.00 was for geotechnical test borings and subsurface utility engineering of Phase 11.

incurred, the Park & Recreation Department has the responsibility to validate the availability of funds.
