HomeMy WebLinkAboutOrdinance 25264-01-2022 ORDINANCE NO. 25264-01-2022 AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE GENERAL CAPITAL PROJECTS FUND, IN THE AMOUNT OF$417,549.00,TRANSFERRED FROM AVAILABLE FUNDS WITHIN THE MUNICIPAL GOLF FUND,FOR THE PURPOSE OF FUNDING THE GOLF IMPROVEMENTS PROGRAMMABLE PROJECT(CITY PROJECT NO. P00096); PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT HEREWITH;AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1. That in addition to those amounts allocated to the various City departments for Fiscal Year 2021-2022 in the Budget of the City Manager,there shall also be increased estimated receipts and appropriations in the General Capital Projects Fund in the amount of$417,549.00, transferred from available funds within the Municipal Golf Fund, for the purpose of funding the Golf Improvements Programmable project (City Project No. P00096). SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction,such decision,opinion or judgment shall in no way impair the remaining portions,sections,or parts of sections of this ordinance,which said remaining provisions shall be and remain in full force and effect. SECTION 3. That this ordinance shall be cumulative of Ordinance 25073-09-2021 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations,in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. Adopt attached appropriation ordinance increasing estimated receipts and appropriations in General Capital Projects Fund in the amount of $417,549.00,transferred from available funds within the Municipal Golf Fund,for the purpose of funding the Golf Improvements Programmable Project(City Project No. P00096); and 2. Amend the Fiscal Years 2022-2026 Capital Improvement Program. DISCUSSION: The purpose of this Mayor and Council Communication (M&C)is to transfer funds from the Municipal Golf Fund in the amount of$417,549.00 to the General Capital Projects Fund and appropriate for the purchase of replacement golf course maintenance equipment at all three city golf courses.The$417,549.00 to be transferred is included in the adopted Fiscal Year(FY)2022 Municipal Golf Fund operating budget of $5,647,344.00. Equipment includes greens mowers,fairway mowers,top dressers,greens roller,tractor,commercial sprayer,sand bunker groomer, utility vehicle, and a universal turf maintenance machine. This equipment will be used at all three city courses: Rockwood Park, Pecan Valley,and Meadowbrook. Funding for this project was not included in the FY2022-2026 Capital Improvement Program(CIP)due to lack of funding at the time of CIP review. The action in this M&C will amend the CIP as approved in connection with Ordinance 25073-09-2021. The City of Fort Worth Financial Management Policy Statements,Governmental Funds Reserve Policy states that Special Revenue Funds,which the Municipal Golf Fund Operates as,will maintain a minimum fund balance amount equivalent to two months(16.67%)of regular,on-going operating expenditures(Section V.D.). As such,the required minimum fund balance for the Municipal Golf Fund is$941,412.24. At the beginning of FY2022,the Municipal Golf Fund had a balance of$1,518,465.79. Municipal golf courses are classified as special use citywide facilities that serve the entire City of Fort Worth. A Form 1295 is not required because: This M&C does not request approval of a contract with a business entity. FISCAL INFORMATION/CERTIFICATION: The Director of Finance certifies that funds are currently available in the Municipal Golf Fund and upon approval of the above recommendations and adoption of the attached ordinance, funds will be available in the General Capital Projects Fund for the Golf Improvements programmable project.
