AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS
IN THE GRANTS FUND IN THE AMOUNT OF $5,010,789.09, UPON RECEIPT OF
HOMELAND SECURITY GRANT FUNDS FROM THE STATE OF TEXAS, DIVISION OF
EMERGENCY MANAGEMENT, FOR THE PURPOSE OF ASSISTING COMMUNITIES
TO ENHANCE THEIR CAPABILITY TO PREVENT, RESPOND TO AND RECOVER
FROM ACTS OF TERRORISM AND NATURAL DISASTERS; PROVIDING FOR A
SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR
ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT HEREWITH; AND
PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2010-2011 in the
Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the
Grants Fund in the amount of$5,010,789.09 upon receipt of Homeland Security Grant funds from the State
of Texas, Division of Emergency Management, for the purpose of assisting communities to enhance their
capability to prevent, respond to and recover from acts of terrorism and natural disasters.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void
for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way
impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining
provisions shall be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance No.19355 and all other ordinances and appropriations
amending the same except in those instances where the provisions of this ordinance are in direct conflict
with such other ordinances and appropriations, in which instance said conflicting provisions of said prior
ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

Emergency Management, Ratify the Execution of all Applicable Grant Contracts, Authorize an Interfund
Loan for Fiscal Year 2011 Expenditures, Authorize the Transfer of Certain Funds and Eligible Grant Costs
and Adopt Appropriation Ordinance
RECOMMENDATION:
It is recommended that the City Council:
1. Ratify the Fire Department, Office of Emergency Management, Application for and Acceptance of, if
awarded, an Amount Not to Exceed $5,010,789.09 in Fiscal Year 2010 Homeland Security Grant Funds
from the State of Texas, Division of Emergency Management, consisting of:
• Urban Area Security Initiative grant(CFDA No. 97.008): $3,590,615.11;
• Urban Area Security Initiative - LEAP (CFDA No. 97.008): $1,093,447.00;
• Metropolitan Medical Response System (MMRS) grant (CFDA No. 97.071): $317,419.00;
• Citizen Corps Program (CCP) grant(CFDA No. 97.053): $9,307.98
Combined total award: $5,010,789.09;
2. Authorize a non—interest bearing interfund loan from the General Fund to the Grants Fund of
approximately $1,252,697.25, for interim financing to secure continuation of Homeland Security Grant
Program from one grant funding period to the next;
3. Ratify the City Manager's Execution of all Applicable Grant Contracts; and
4. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Grants Fund by $5,010,789.09, subject to receipt of the award.
DISCUSSION:
The United States Department of Homeland Security (DHS) through the State of Texas, Division of
Emergency Management, awards grant funds to jurisdictions in Texas on the basis of risk, demographics
and other related needs to enhance a community's capability to prevent, respond to, and recover from
acts of terrorism and natural disasters. This grant program encourages jurisdictions to strengthen local
and regional preparedness efforts and to seek benefits available through cooperative action.
The City of Fort Worth (City) participates with other jurisdictions in the North Central Texas Council of
Governments to develop and implement capabilities and processes to increase regional and individual
community readiness in alignment with federal and state homeland security strategies.

The Fiscal Year 2010 Homeland Security Grant Program (HSGP) marks the fifth year the City has been
awarded funds under the Urban Area Security Initiative (UASI) grant. Under the FY 2010 UASI grant
program, 64 high risk communities/regions across the nation were awarded UASI grants by the DHS.
Funding under the program will be used by the Fire Department, Police Department and other City
departments to increase the community's capacity to prepare for, prevent and respond to terrorism
incidents. The UASI grant is split into a UASI ($3,590,615.11)grant and a UASI LEAP ($1,093,447.00)
grant to ensure we dedicate 25 percent to law enforcement related activities as required by the grant
terms and conditions.
In addition, the City is one of 124 recipients nationwide to receive funding under the Metropolitan Medical
Response System (MMRS) grant, the third sub-program listed above. The MMRS grant will be used to
support planning and equipment to improve response to mass casualty incidents.
The purpose of the Citizen Corps Program (CCP) is to bring community and government leaders together
to coordinate community involvement in emergency preparedness, planning, mitigation, response and
recovery. The CCP grant will support community volunteer based initiatives here in Fort Worth directed
toward building citizen self-sufficiency in the event of an emergency or disaster.
The Office of Emergency Management will coordinate with various City departments in the development
and implementation of projects in the areas of threat and vulnerability assessment, risk reduction, plan
development, capability enhancement, public education and readiness, training and exercises in support
of the overall preparedness efforts of our community. The performance period of the UASI grant is from
August 1, 2010 to February 28, 2013. The performance period of the MMRS and CCP grant is from
August 1, 2010 to July 31, 2012.
This grant has no local match requirement.
FISCAL INFORMATION /CERTIFICATION:
The Financial Management Services Director certifies that upon approval of the above recommendations,
receipt of the grant, and adoption of the attached appropriation ordinance, funds will be available in the
current operating budget, as appropriated, of the Grants Fund.
