HomeMy WebLinkAboutOrdinance 19486-12-2010 Ordinance No. 19486-12-2010 AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE GRANTS FUND IN THE AMOUNT OF $30,000.00, SUBJECT TO RECEIPT OF THE FUNDS, FOR THE PURPOSE OF FUNDING THE OPERATION OF TWO COMMUNITY ACTION PARTNERS CENTERS FOR FISCAL YEAR 2011; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1. That in addition to those amounts allocated to the various City departments for Fiscal Year 2010-2011 in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Grants Fund in the amount of $30,000.00, subject to receipt of the funds, for the purpose of funding the operation of two Community Action Partners Centers for Fiscal Year 2011. SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3. That this ordinance shall be cumulative of Ordinance No.19355 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. SECTION 4. This ordinance shall take effect upon adoption. Authorize the City Manager to accept funds and execute an Agreement with Tarrant County for Fiscal Year 2011 in an amount up to $30,000.00 for the operation of two Community Action Partners Centers; 2. Authorize the City Manager to execute a Lease Agreement with Mary Hartman for the Far Northwest Community Action Partners Center in an amount not to exceed $10,534.68 per year; and 3. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Grants Fund by up to $30,000.00, subject to receipt of the funds. DISCUSSION: The City of Fort Worth has contracted with the Texas Department of Housing and Community Affairs to serve as the Community Action Agency for Tarrant County under the name of Community Action Partners (CAP). CAP provides services to low income residents on a county-wide basis. Tarrant County provides funding for the operation of two CAP centers. The Far Southeast CAP Center located at 1601 East Lamar Boulevard in Arlington and the Far Northwest CAP Center located at 920 Roberts Cut Off in River Oaks, are located outside the City limits of Fort Worth. On October 13, 2009, (M&C C-23841) the City Council approved the execution of a five year lease agreement with Andrew- Dillingham, LTD, for the operation of the Far Southeast CAP Center. This M&C therefore seeks authorization to enter a Lease Agreement for the Far Northwest CAP Center only. Expenses for the operation of the CAP Centers include: 1. Lease for the Far Southeast CAP Center of$1,750.00 per month or$21,000.00 for the year, including utilities; and 2. Lease for the Far Northwest CAP Center of$877.89 per month or$10,534.68 for the year, not including utilities. Expenses for rent, electricity, telephone services, natural gas, water and wastewater and minor repairs at both centers over the $30,000.00 will be funded by the Community Services Block Grant. Services provided at the two centers include case management, information and referral services, client Logname: 80TARRANT2011 Page 1 of 2 intake and assessment, emergency assistance, including the Comprehensive Energy Assistance Program and other social services to low income households in southeast and northwest Tarrant County. FISCAL INFORMATION /CERTIFICATION: The Financial Management Services Director certifies that upon approval of the above recommendations and adoption of the attached appropriation ordinance, funds will be available in the current operating budget, as appropriated, of the Grants Fund.
