FIRST AMENDMENT TO
FORT WORTH CITY SECRETARY CONTRACT NO. 54825
This First Amendment to Fort Worth City Secretary Contract No. 54825("First
Amendment") is made between the City of Fort Worth ("Fort Worth"), a municipal corporation
and Presidio Networked Solutions Group LLC ("Vendor").
WHEREAS, Fort Worth and Vendor entered into an Agreement identified as Fort Worth
City Secretary Contract No. 54825 beginning November 12, 2020 (the "Agreement"); and
WHEREAS, it is the collective desire of both Fort Worth and Vendor to amend the
Agreement to include eight project change orders.
NOW THEREFORE,known by all these present,Fort Worth and Vendor, acting herein by
the through their duly authorized representatives, agree to the following terms, which amend the
Agreement as follows:
1. The Agreement is hereby amended by adding Project Change Request Nos. 2, 3, 5,
6, 9, 10, 11 and 12, attached to this first Amendment, as Exhibit A to the Agreement. The addition
of the eight project change orders as Exhibit A increases the amount owed to Vendor under the
terms of the Agreement from $959,000.00 to $1,700,790.09
2. All other terms,provisions,conditions,covenants and recitals of the Agreement not
expressly amended herein shall remain in full force and effect.

Scope of Work- Fort Worth Broadband backhaul surveys and design
The purpose of this survey and design is to create a design for the implementation of wireless connectivity between
fiber end point(s) and points of presence(pops) in five neighborhoods in Ft.Worth TX. Originally it was intended to
install fiber Pops around the neighborhoods but this was cost prohibitive. Therefore,the decision is being made to
connect the Pops wirelessly. From the Pops the internet signal will be distributed using a combination of Fluidmesh
Ptp and meshing technology combined with Meraki access points to deliver connectivity to the end customers. The
design does not require an SLA nor does it require 100%coverage of an area.
There are 4 layers of wireless connectivity contemplated within each neighborhood. They are as follows and go from
end user up to the fiber connection.
• Layer 1 - Meraki WiFi access points
• Layer 2- Fluidmesh Ptp and mesh radios
• Layer 3- Fluidmesh 3500 Ptmp radios
• Layer 4(as needed)- High bandwidth licensed microwave for moving internet signal from fiber to the neighborhood
The focus of this PCR is on Layers 3 and 4
The following 5 neighborhoods will be surveyed:
• Rosemont
• Ash Crescent
• Como
• Stop Six
• Northside
Conditions Precedent:
• Provide a list of all power or telephone poles in the five areas including GPS locations
• Internet head end's and all other structures usable heights will be identified per neighborhood before work begins.
• Provide a list of all infrastructure in the areas including towers, buildings, water tanks etc. that can be used for
distributing the internet signal wirelessly
• Provide a list and locations where fiber can be accessed in the five areas
• Provide drivers, escorts and bucket trucks for the site survey
• Provide security escorts as needed for the survey
• Provide data sheets on all equipment to be deployed
Assumptions:
• On site work is the priority to develop a bill of materials for ordering(weather and safety permitting)
• We are using unlicensed frequencies for distribution of the internet signal from the fiber to the Pops
• This is a best efforts design for coverage and throughput and no SLA has been defined
• Private infrastructure is not to be used
• This study does not take into account any interference whether it is created by the design itself or external sources
• Terrain Data used in paper path study will be 1/3 Arc Second from the USGS.
• USGS clutter files will be used for foliage.

• This study will be using the maximum EIRP of 36dBm in the 5.8Ghz band for both the tower AP's and the Pole
Remote Fluid Mesh devices.
• Equipment bandwidth capabilities will not be taken into account for this study. This study will be for radio line of site
coverage only.
• Any additional locations added after work has begun in the neighborhood should result in a change order.
• Throughput calculation results will be the product of using the maximum FCC allowed EIRP per radio and -70dBm
as the minimum receive level for all Volo equipment and-65dBm for all FluiclMesh 3500 equipment
Presidio Responsibilities:
• Create a Design for the backhaul of internet connectivity from the Fluidmesh Pops to the fiber connection and
subsequently the internet
• Develop a report on the design including associated assumptions, risks and opportunities
• Recommend changes to locations of Pops as necessary
• Recommend alternative infrastructure sites as identified during the site survey
• Help the Presidio and Cisco teams develop a BOM for the backhaul layer
• Develop a BOM for Layer 4 when required
Exclusions:
• This PCR covers only design of the backhaul and does not include implementation

• FCC licensing if required
• Structural assessment of infrastructure

In addition to surveying more poles,this PCR will also cover the redesign of each neighborhood, including Como, which was
not part of the original SoW. The data provided from these additional surveys will provide the final data necessary to
complete the new design per neighborhood.
There are 4 layers of wireless connectivity contemplated within each neighborhood. They are as follows and go from
end user up to the fiber connection.

This PCR addresses a change in the original scope. Presidio was originally performing the physical install of the switch,
access point, and Fluidmesh VOLO into NEMA enclosures that were pre-installed by the City onto the light poles. After the
install, Presidio was performing the equipment alignment for the Fluidmesh components.
The scope has changed to now have Presidio build out the NEMA enclosures with all of the equipment before the mounting
takes place. City of Fort Worth has decided to perform the mounting of the NEMA enclosure at the same time that the
electrical is being added to the light pole. The alignment process will be a coordinated effort between the City and Presidio.
The City will be providing the bucket truck along with the personnel to operate and physically align the Fluidmesh antenna.
Presidio will be present to provide direction and perform the testing/validation of the solution. The hub equipment must be
installed, all cables pulled to the MDFs/IDFs and the Internet must be connected and operational.
The original scope of the physical install was only for the initial four neighborhoods and did not include Como. The cost is
covered under the original PO FW004-0000003014:

Scope of Work- Fort Worth Broadband backhaul surveys and design -
The purpose of this survey and design is to create a design for the implementation of connectivity between
fiber end point(s) and points of presence (pops)in five neighborhoods in Fort Worth TX using City of Fort Worth poles only.
The design does not require an SLA nor does it require 100% coverage of an area for access by the endusers.
1. Network Redesign (Paper Study)
a. Dependent on City of Fort Worth providing location of Fort Worth owned poles
i. Tasks include following:
• Compare locations of Fort Worth poles to Oncor poles to find candidates
• Identify locations where new poles may be required
• Account for number of fluid mesh hops and length of run
• Include cellular poles in design consideration to meet neighborhood coverage goals
2. Onsite Validation
a. Dependent on two bucket trucks
b. Tasks include following:
■ Conduct link validation for new poles identified in Network Redesign
• Link validation includes signal strength and throughput
3. Documentation
a. Tasks include:
■ Resolve design issues such as low signal strength by identifying new pole positions as needed

4. Hardware Inventory/Reconciliation

Assumptions:
• We are using unlicensed frequencies for distribution of the internet signal from the fiber to the Pops
• This is a best efforts design for coverage and throughput and no SLA has been defined

• This study does not take into account any interference whether it is created by the design itself or external sources
• Any additional locations added after work has begun in the neighborhood should result in a change order.
Exclusions:
• This SOW covers only design of the backhaul and does not include implementation
