AUTHORIZING THE HONORARY DESIGNATION OF A PORTION OF
EAST ROSEDALE STREET BETWEEN MILLER AVENUE AND FORT
WORTH CITY LIMITS
FOR REBY CARY
WHEREAS,Reby Cary was born Sept. 9, 1920, in Fort Worth,graduated from I.M. Terrell High School in
1937, earned a Bachelor's degree in history and political science from Prairie View A&M University in 1941
completed his master's degree in history and political science at Prairie View after his military service and
undertook additional postgraduate work at North Texas State University (now University of North Texas) and at
Texas Christian University; and
WHEREAS, Reby Cary was drafted into military service in 1942 and became one of the first African
Americans to graduate from the U.S. Coast Guard's radioman school. During World War II,he served onthe USS
Cambria in the Pacific;and
WHEREAS,upon his return to Fort Worth, he established the McDonald College of Industrial
Arts to offer job training for African Americans. He began teaching history at Dunbar High School,
later becoming the first black instructor at Tarrant County Junior College in 1967 and then
becoming the first black professor at UT Arlington in 1969; and
WHEREAS,Mr. Cary was the first black member of the Fort Worth ISD School Board, elected
in 1974 and subsequently serving three terms in the Texas House of Representatives, his final term
being in 1985; and
WHEREAS,Mr. Cary wrote more than 20 books on the history of African Americans in Fort
Worth and in the military before his death on December 7, 2018, in Fort Worth, at age 98; and
WHEREAS, On June 25, 2019,the City of Fort Worth named the Reby Cary Youth Library in his honor to
enhance his legacy as a pioneering educator who served his country and community in a multitude of powerful
ways; and
WHEREAS the City of Fort Worth wishes to further recognize the legacy of Reby Cary and his contributions
to the City of Fort Worth by designating a portion of East Rosedale Street between Miller Avenue and the Fort
Worth city limits in his honor, as depicted on the attached map
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF FORT WORTH, TEXAS, THAT:
In recognition of his contributions to the City of Fort Worth, the segment of East
Rosedale Street from Miller Avenue to the eastern Fort Worth city limits is hereby
designated in honor of Reby Cary.

It is proposed that City Council:
1. Adopt the attached resolution designating portions of East Rosedale Street between Miller Avenue and Fort
Worth city limits in the memory of Reby Cary.
2. Waive the fee for the application in the amount of$700 and the associated fees for installing the sign toppers
in the amount of$2,400.00.
DISCUSSION:
It has been proposed that the portion of East Rosedale Street from Miller Avenue to the Fort Worth city limits, as
depicted on the attached map,be designated in honor of the memory of Reby Cary.

The City of Fort Worth wishes to further recognize the legacy of Reby Cary and his contributions to the City of
Fort Worth by designating a portion of East Rosedale Street between Miller Avenue and the Fort Worth city limits
in his honor,as depicted on the attached map.
In order to waive the application fee and sign fabrication and installation costs,the City Council is required to find
that(1) that the waiver carries out a public purpose; and(2) there are sufficient controls to ensure that the public
purpose is carried out. Given the legacy of Reby Cary in Fort Worth,the memorial designation and fee waiver are
appropriate and serve a public purpose.If approved TPW will fabricate and install street sign toppers on appropriate
street signs for the memorial designation,ensuring that the public purpose is carried out.
LEGALITY:
The Law Department finds that this proposal is legal and within the authority of the City Council.
FISCAL NOTE:
The Director of Finance certifies that approval of this recommendation will have no material effect on City Funds.
CITY MANAGER'S COMMENT:
The City Manager has no objection to this proposal.
