AUTHORIZING THE EXTENSION OF AND INCREASED FUNDING FOR
INDIVIDUAL CONTRACTS WITH DR. ALEX DEL CARMEN, DR. THERON L
BOWMAN, TOM PETROSKI, JD, RASHIDA OGLETREE-GEORGE, AND THE
CONTRACT WITH WASHINGTON LAWYERS' COMMITTEE - FOR CIVIL
RIGHTS AND URBAN AFFAIRS TO REVIEW PATTERNS, POLICIES, TRAINING,
PROCEDURES AND PRACTICES IN THE POLICE DEPARTMENT
WHEREAS the City Council approved a resolution on November 19, 2019 authorizing the City
Manager to begin a Phase I review of the Fort Worth Police Department to identify patterns and practices
related to police interactions with the public during investigative stops, searches,arrests, and use of force
incidents;
WHEREAS the resolution authorized the City Manager to enter into individual contracts with six
national expert consultants with extensive police reform experience;
WHEREAS in December 2019, the City Manager finalized the agreements, in an amount not to
exceed $100,000.00, with each consulting group or individual;
WHEREAS pursuant to M&C 20-0779, the City Council authorized an increase in funding for
two of the contracts to exceed the $100,000.00 previously authorized by Resolution No. 5148- 11- 2019;
WHEREAS in August 2021,the City entered into a consulting contract Rashida Ogletree-George
as an additional consultant;
WHEREAS the panel of consultants is in the final stage of its Phase I review and requires
additional time and funds to complete its review;
WHEREAS, the City Council desires to extend each contract with Dr. Alex Del Carmen, Dr.
Theron L. Bowman, Tom Petroski, JD, Rashida Ogletree-George, and the Washington Lawyers'
Committee for Civil Rights and Urban Affairs to April 29, 2022 and increase funding by a total of
$125,000.00.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF FORT WORTH, TEXAS, THAT:
1. The City Council authorizes the extension of the contracts with each of Dr. Alex
Del Carmen, Dr. Theron L. Bowman, Tom Petroski, JD, Rashida Ogletree-
George, and the Washington Lawyers' Committee for Civil Rights and Urban
Affairs to April 29, 2022 in compliance with Section 2-9 of the City Code to
complete its review of the patterns, policies, training, procedures, practices, and
other matters stated herein as it relates to the Fort Worth Policy Department.
2. The City Council also authorizes an increase in funding in the amount of
$125,000.00.
3. That this resolution shall become effective immediately upon adoption.
Adopted this 25TH day of January, 2022.
