AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE WATER AND SEWER CAPITAL PROEJCTS FUND
IN THE AMOUNT OF $1,716,079.00, FROM AVAILABLE FUNDS, FOR THE
PURPOSE OF FUNDING THE VILLAGE CREEK OVATION SCADA UPGRADE
PROJECT (CITY PROJECT NO. 103634); PROVIDING FOR A SEVERABILITY
CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR
ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT HEREWITH;
AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2021-2022 in the
Budget of the City Manager,there shall also be increased estimated receipts and appropriations in the Water
and Sewer Capital Projects Fund in the amount of$1,716,079.00, from available funds, for the purpose of
funding the Village Creek Ovation SCADA Upgrade project(City Project No. 103634).
SECTION 2.
That should any portion,section or part of a section of this ordinance be declared invalid,inoperative or void
for any reason by a court of competent jurisdiction,such decision,opinion or judgment shall in no way impair
the remaining portions,sections,or parts of sections of this ordinance,which said remaining provisions shall
be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance 25073-09-2021 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance are in
direct conflict with such other ordinances and appropriations,in which instance said conflicting provisions of
said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

$1,716,079.00 and an Annual Operating Cost of up to$120,000.00 and Adopt Attached Appropriation Ordinance
RECOMMENDATION:
It is recommended the City Council:
1. Authorize the execution of an agreement with Emerson Process Management Power&Water Solutions for wastewater operations for the
upgrade, maintenance,and support of the Ovation Control System at Village Creek Water Reclamation Facility for a one-time upgrade cost
of$1,716,079.00 and an annual operating cost of up to$120,000.00; and
2. Adopt attached appropriation ordinance increasing estimated receipts and appropriations in the Water&Sewer Capital Projects Fund, in
the amount of$1,716,079.00,from available funds,for the purpose of funding the Village Creek Ovation SCADA Upgrade project(City
Project No. 103634).
DISCUSSION:
Wastewater collected from the City of Fort Worth as well as its customer cities is treated at the Village Creek Water Reclamation Facility
(VCWRF) by the Wastewater Operations. The City utilizes the Emerson Ovation Control System(OCS),a supervisory control and data acquisition
(SCADA)software system,to monitor and control this treatment operation.
The current version of the system in use at Village Creek was deployed in 2010 and now requires upgrades of the hardware and software to
supported versions.The proposed upgrades provide increased capacity for monitoring all of the current equipment and notifications and allows for
monitoring new assets added by several construction projects. The upgrade of the OCS will maintain existing communications and take
advantage of the latest technological offerings to streamline operations.
The new contract for this system will include SureService,the maintenance and support to sustain operations, parts and equipment pricing options
to replace failed components, professional services and training offerings,enhanced cybersecurity components to protect the operation, and data
management modules that will improve data availability for analysis while keeping the primary system secured. This Emerson"Evergreen"
program incorporates a comprehensive asset management and Iifecycle planning approach to sustain the system and avoid obsolescence.
RENEWAL TERMS
The SureService maintenance and support for this system will begin when the current SureService agreement ends on April 30,2023. The
agreement will have a one-year term with five one-year renewals at the City's option.Renewals do not require specific City Council approval
provided that the City Council has appropriated sufficient funds to satisfy the City's obligation during the renewal term.
ADMINISTRATIVE CHANGE ORDER
An administrative change order or increase may be made by the City Manager up to the amount allowed by relevant law and the Fort Worth City
Code and does not require specific City Council approval as long as sufficient funds have been appropriated.
FISCAL INFORMATION/CERTIFICATION:
The Director of Finance certifies that funds are currently available in the Unspecified-All Funds project within the W&S Capital Projects Fund and
upon approval of the above recommendations and adoption of the attached appropriation ordinance,funds will be available in the W&S Capital
Projects Fund for the VC Ovation SCADA Upgrade project. Prior to any expenditure being incurred, Wastewater Operations has the
responsibility to verify the availability of funds.
