AN ORDINANCE VACATING AND EXTINGUISHING A 15 FOOT WIDE
ALLEY, LOCATED IN THE JOHN DAVIS SURVEY,ABSTRACT NO. 418,
BLOCK 8, GRAHAM PARK ADDITION, AN ADDITION TO THE CITY
OF FORT WORTH, TARRANT COUNTY, TEXAS, AS SHOWN IN THE
PLAT THEREOF RECORDED IN VOLUME 309, PAGE 23 OF THE DEED
RECORDS OF TARRANT COUNTY, TEXAS, CONTAINING
APPROXIMATELY 8,400 SQUARE FEET OR 0.193 ACRE OF LAND
MORE OR LESS; PROVIDING FOR REVERSION OF FEE IN SAID
LAND; PROVIDING THAT THE CITY SHALL RETAIN ALL EXISTING
UTILITIES EASEMENTS; REPEALING ALL ORDINANCES IN
CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1.
That a fifteen-foot wide alley, located in the John Davis Survey, Abstract No. 418, Block
8, Graham Park Addition, an addition to the City of Fort Worth, Tarrant County, Texas, as
shown in the plat thereof recorded in Volume 309, Page 23 of the Deed Records of Tarrant
County, Texas, and containing 8,400 square feet or 0.193 of land more or less, and as more
specifically described in Exhibits A and B attached hereto and incorporated herein by reference
be and the same is vacated and extinguished.
SECTION 2.
That the easement to the land in the above-described vacated alley right-of-way is hereby
released and shall revert to the adjacent owner as provided by law.
SECTION 3.
All existing utility easements be shall be retained by the City until such time all utilities
located in that easement are relocated at the owner's expense.

SECTION 4.
That all ordinances or parts of ordinances in conflict herewith are hereby repealed.
SECTION 5.
That this ordinance shall take effect upon adoption.

BEING a tract of land situated in the John Davis Survey, Abstract No. 418, City of Fort Worth, Tarrant County, Texas,
and being all of a 15 foot wide alley as dedicated in the plat of Graham Park Addition, as recorded in Volume 309,
Page 23 of the Deed Records of Tarrant County, Texas, and being more particularly described as follows:
BEGINNING at the northwest corner of Lot 44, Block 8 of said Graham Park Addition, same being the east end of the
northerly terminus of said alley, also being on the southerly right-of-way line of E. Maddox Ave., a variable width
right-of-way;
THENCE South 00'11'45"West, departing the southerly right-of-way line of said E. Maddox Ave., and along the
westerly line of Lots 23-44, said Block 8 and the easterly line of said alley, a distance of 560.00 feet to the southwest
corner of said Lot 23, Block 8, same being the east end of the southerly terminus of said alley, and being on the
northerly right-of-way line of Elmwood Ave., formerly known as Springer Ave., a 60 foot wide right-of-way;
THENCE North 89°53'41"West, along the southerly terminus of said alley and the northerly right-of-way line of said
Elmwood Ave., a distance of 15.00 feet to the southeast corner of Lot 22, said Block 8, same being the west end of
the southerly terminus of said alley;
THENCE North 00°11'45" East, departing the northerly right-of-way line of said Elmwood Ave., and along the
easterly line of Lots 1-22, said Block 8, and the westerly line of said alley, a distance of 560.00 feet to the northeast
corner of Lot 1, Block 8, same being the west end of the northerly terminus of said alley, also being on the southerly
right-of-way line of said E. Maddox Ave.;
THENCE South 89o53'41" East, along the northerly terminus of said alley and the southerly right-of-way line of said
E. Maddox Ave. a distance of 15.00 feet to the POINT OF BEGINNING and containing 0.193 of an acre (8,400
square feet) of land, more or less.

(CD 8)Adopt Attached Ordinance Vacating an Alley in Block 8,Graham Park Addition to be Replatted with the Adjoining Property
for a New ONCOR Substation
RECOMMENDATION:
It is recommended that the City Council:
1.Adopt the attached ordinance vacating an alley in Block 8,Graham Park Addition to be replatted with the adjoining property for a new ONCOR
substation;and
2.Waive any and all purchase fee value of the vacated land in accordance with City policy.
DISCUSSION:
Kimley-Hom,on behalf of ONCOR,has requested vacation of this alley to be replatted with the adjoining property for a ONCOR substation.The
City Plan Commission recommended approval of this request at its meeting on January 27,2021.An acceptable final plat(FS-21-215)has been
received in accordance with the Subdivision Ordinance.
The City of Fort Worth(City)originally obtained the above mentioned right-of-way through plat dedication.The City does not own any fee interest in
the rights-of-way or own any property adjacent to the right-of-way and did not expend any City funds to purchase the right-of--way easement. In
accordance with the City's policy regarding street and alley vacation transactions approved by the City Council on March 6,2007,Mayor and
Council Communication(M&C G-15624),staff recommends waiving the fair market value or any portion thereof of purchase price of this right-of-
way easement for the alley.
This project is located in COUNCIL DISTRICT 8.
A Form 1295 is not required because:This M&C does not request approval of a contract with a business entity.
