SUBJECT: PROPOSED FUTURE LAND USE CHANGE FOR CASINO BEACH
In 2011, the City Council adopted the Lake Worth Vision Plan, which included recommendations for future
land uses around the lake. The plan recommendations are based on four principles:
1. Protect and enhance Lake Worth's water quality, natural beauty, and recreational character.
2. Develop Model Sustainable Communities in the Lake Worth area that create desirable places to
live and work while enhancing livability of existing communities.
3. Create Lake Worth Regional Park, a linear park that encompasses the lake and provides high-
quality recreational amenities and cultural hubs.
4. Connect communities, resources, and amenities with parkways, greenways, and trails.
Lake Worth is a drinking water supply lake for Fort Worth, and Casino Beach is the historic center of
recreational activity at Lake Worth. The Park and Recreation Department manages Casino Beach Park,
and the Water Department manages the non-park property shown in red below. The Lake Worth Vision
Plan calls for the non-park area to be redeveloped as a mixed-use, recreation-oriented environment, with
restaurants, retail, water-oriented recreation, and perhaps higher-density housing or lodging facilities. The
City has considered several development proposals but they did not proceed for financial reasons.
Staff recommends retaining the property to focus on environmentally-sensitive recreational opportunities
that support principles 1 and 3 above. Retaining the property will help mitigate potential water quality
issues and maintain trail connectivity around Lake Worth. Staff will explore the opportunity to partner with
private operators to establish recreation facilities. The proposed 2022 Comprehensive Plan includes the
recommendation to change the future land use from General Commercial to Public Park, Recreation,
Open Space, as depicted below.
