Crain, District 3 Council Member Cary Moon, District 4 Council Member Jared Williams, District 6 Council Member Leonard Firestone, District 7 Council Member Chris Nettles, District 8 Council Member Elizabeth Beck, District 9 Staff Present: David Cooke, City Manager Laetitia Brown, Interim City Attorney Jannette Goodall, City Secretary With a quorum of the City Council Members present, Mayor Parker called the City Council Work Session of the Fort Worth City Council to order 1:16 p.m. on Tuesday, January 18, 2022, in the City Council Conference Room 2020 of the Fort Worth City Hall, 200 Texas Street, Fort Worth, Texas. 1. Report of the City Manager - David Cooke, City Manager a. Upcoming and Recent Events The Redistricting Task force will conduct its final meeting on Monday, January 24th, 2:00 p.m., Council Conference room 2020. b. Organizational Updates and Employee Recognition(s) City Manager Cooke called on Brandon Bennett and Carolyn Horner from the North Central Texas Council of Governments to present the Mayor's North Texas Cleanup Challenge Trophy. Council Member Beck - Requested additional community engagement meetings in the districts. 22-007 Asset Forfeiture Program - Chief Neil Noakes 22-008 2022 Transportation Impact Fee Study Update - D.J. Harrell 22-009 Monthly Development Activity Report- D.J. Harrell 22-010 Proposed Zoning Ordinance Text Amendment for Car Washes - Daniel Leal Council Member Moon and Williams - Requested information on why 100 foot buffer was selected. 2. Questions Regarding City Council Action Items for January 25, 2022, Council Meeting There were no questions regarding City Council Action Items for the January 25, 2022, Council meeting. 3. Regional Transportation Plans and Federal Transportation Funding—Michael Morris,North Central Texas Council of Governments,Ricardo Gonzalez, TxDOT and William Johnson, Transportation and Public Works 5. Presentation on Tax Abatement Agreement with MP Materials—Robert Sturns, Economic Development 6. Briefing on 2021 Community Survey Results—Mark McAvoy, Planning and Data Analytics and Chris Tatham, ETC Institute 7. Proposed 2022 Bond Program—Roger Venables, Aviation Mayor Pro tem Bivens - Requested the Stop Six Hub proposition be incorporated into the Parks and Recreation proposition and to schedule community engagement meetings within each district. Council Member Flores - Requested an update on the plan and funding options for the Marine Creek Parkway interchange. 8. Review of Potential Charter Amendment Propositions—Denis McElroy, Law Council directed staff to bring back a council salary option based on a percentage of the average salary of department directors and to incorporate all of the proposed technical amendments. 9. City Council Requests for Future Agenda Items and/or Reports Council Member Beck - Provide information on the feasibility of providing COVID-19 tests to small businesses and on options to providing testing availability for children participating in the after school programs located at City facilities. Council Member Nettles - Provide an update on the strategic plan for handling spikes during the pandemic and options that allow City employees to work remotely. Council Member Nettles - Provide information on ability to live stream Council meetings on Facebook or YouTube. Council Member Beck - Provide information on the ability to provide transcripts of the Council meetings.
