Plan for Presentation of Wildland Fire Classes(hands-on portion)Off-campus Using City of fort Worth
Property
The purpose of this business plan is to outline a possible agreement whereby the hands-on portion of
select Wildland Fire classes presented by TCCD can be held at the Nature Center and Refuge,a property
owned by the City of Fort Worth. This location allows for a better student learning experience,due to
location,natural topography,and real-life training conditions.
Wildland Fire Training at TCC
Beginning our second year of a renewed schedule of Wildland Fire classes at TCCD, we have been
fortunate to secure instructors with a vast amount of real-world wildiand fire experience. These
instructors are certified by both the Texas Forest Service and the National Wildfire Coordinating Group,
which allows the Public Safety Training Center(PSTC)to offer many high-demand courses for wildiand
firefighters across the north Texas area.
Several of these classes involve a combination of classroom and field day exercises. The field day
requirements for the classes range from one to three field days,depending upon the class. During these
field days,the students will review and practice the skills and concepts learned in the classroom portion.
This physical activity will involve using personal protective equipment (PPE) and tools used within the
industry while building fire lines, reading weather conditions, performing firing operations, and
extinguishing fires as required. These activities are critical to providing an experiential training event in a
safe and controlled learning environment.
Nature Center and Refuge
The City of Fort Worth Parks and Recreation Department owns and operates the 3600-acre Fort Worth
Nature Center and Refuge, located north of Hwy. 199, west of Loop 820. With over 20 miles of hiking
trails,the Nature Center is one of the largest city-owned nature centers in the United States. This wildlife
sanctuary and nature preserve has been used by the Fort Worth Fire Department in wildland fire training
in the past and Is conveniently located less than twenty minutes from the PSTC on the Northwest Campus.
It is our desire to form an agreement with the Nature Center so that our students can benefit from training
in this area.

• A location close enough to campus to hold classroom sessions on campus before moving the field
day exercises to the Nature Center.
Revenue/Expense Summary
In return for using the Nature Center,TCC agrees to allow(2)two Nature Center employees to attend
each of the Wildland Fire classes we offer.
Team and Key Roles
Pat English,the FSTC Coordinator of Technical Rescue and Special Operations will work directly with the
Fort Worth Nature Center. Among our wildland Instructors is Cody Stilwell,a member of the Fort Worth
Fire Department and the lead of their wildland fire team. Cody is intimately familiar with the Nature
Center and already has a good personal relationship with the director.

Of the 26 Wildland classes we will offer in 2022,six have field days that will require an area such as the
Nature Center to perform the skills and exercises. A simple MOU can be put into effect prior to the first
scheduled class.
Summary
TCC and the PSTC already have a great relationship with the city of Fort Worth and their fire and police
departments. This arrangement would further solidify this partnership while allowing our students to
experience better,safer,and more convenient wildland fire classes In the future. This step will further
the standing of TCC and the PSTC within the wildland fire community and will elevate the status of our
growing wildland fire curriculum.
Memorandum of Understanding
Tarrant County College District and the City of Fort Worth
This Memorandum of Understanding(MOU)is entered Into by and between Tarrant Count College
District(TCCD),a legally constituted community college district within Tarrant County,whose address is
300 Trinity Campus Circle,Fort Worth,TX 76102,and the City of Fort Worth,Texas(City),a home rule
municipal corporation of the State of Texas,whose address is 200 Texas Street,Fort Worth,TX 76202,
(each of the forgoing is individually referred to as"Party"or collectively as"Parties"for the following
effort:
I. STATEMENT OF WORK: Both parties agree to work cooperatively to Provide wildiand
fir--tr nir nit at th"ature Center and Refuse.located at 960L Fossil_Ridg Road.Fort
Worth,Texas 7619S, a rooertv owned and operated by the City.
II. RESPONSIBILITIES:
A. THE CITY OF FORT WORTH WILL:
1. Provide a physical facility where wildiand fire training can be safely facilitated,a
minimum of five(S)days per calendar year.
2. Communicate with TCCD personnel regarding any scheduling and use of the
facility which may conflict with TCCD sponsored wildland fire training
B. Tarrant County College will:
1. Provide course materials and program of Instruction for all TCCD sponsored
wildland fire training
2. Provide TCCD,Texas Forest Service,and National Wildfire Coordinating Group
approved instructors throughout the duration of each course
3. Communicate and cooperate with City personnel In the scheduling and
presentation of TCCD wildland fire courses that will be held on City property
4. Provide onsite safety monitoring through instructors
S. Insure that all PPE used by instructors and students meets TCCD guidelines
6. Confine all operations to the designated training area predetermined for use
prior to the course
7. Provide cleanup of facilities and of the work site following the completion of the
course leaving the area in its original state as approved by City Nature Center
personnel
8. Provide two seats in Wildiand Fire classes for Nature Center personnel for each
wildland class that utilizes the property for field days
III. TERMS OF AGREEMENT: This MOU shall begin as of the date of the last signature,and
terminate December 31,2023 unless terminated by either party. Each of the parties
reserves the right to terminate this MOU for reasonable cause or if a Party has
determined the objective of the agreement cannot be accomplished. A Party wishing to
terminate this MOU must notify the other party In writing fifteen(15)days in advance.
No monetary payment is due under this MOU.
If this MOU is not signed by all Parties and returned to both Parties within sixty(60)days
of the date of the first signature below,then this MOU will be null and void and of no
further effect.
IV. GOVERNING LAW: The terms and conditions of this MOU and performance hereunder
shall be construed in accordance with the laws of the State of Texas.
V. NOTICES: All notices required to be made pursuant to this MOU shall be made at the
addresses set forth above.
THE UNDERSIGNED PARTIES BIND THEMSELVES TO THE FAITHFUL PERFORMANCE OF THIS MOU.
