HomeMy WebLinkAboutOrdinance 17040-07-2006Ordinance Na. 1704D-07-2006 AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE GRANTS FUND IN AN AMOUNT NOT TO EXCEED $4D,D00 SUBJECT TO RECEIPT OF THE TRIPLE ZERO LOCAL PUBLIC HEALTH SYSTEM DEVELOPMENT GRANT FROM THE TEXAS DEPARTMENT OF STATE HEALTH SERVICES' REGIONAL AND LOCAL SERVICES SECTION/LOCAL PUBLIC HEALTH SYSTEM FOR THE PURPOSE OF FUNDING FITFUTURE FORT WORTH; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAfNED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1. That in addition to those amounts allocated to the various City departments for Fiscal Year 2005-2006 and in the budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Grants Fund in the amount of $4D,DOD subject fio receipt of the Triple Zero Local Public Health System Development Grant from the Texas Department of S#ate Health Services' Regional and Local Services SectionlLocal Public Health System for the purpose of funding FitFuture Fort Worth. SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3. That this ardinance shall be cumulative of Ordinance No. 16582 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ardinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. SECTION 4. This ordinance shall take effect upon adoption. Authorize the City Manager to accept, if offered, and execute a grant contract with Texas Department of State Health Service's Regional and Lacal Services Section Local Public Health System (RLSS/LPHS), far an amount not to exceed $40,000.00 far a period to begin September 1, 2006, and end August 31, 2007; 2. Authorize anon-interest bearing inter-fund loan from the General Pond to the Grants Fund in the amount of $10,000 for the interim financing of this grant pending contract execution to secure program continuation from one grant funding period to the next; 3. Adopt the attached appropriation ordinances increasing appropriations and estimated receipts by an amount oat to exceed $40,000.00 in the Grants Fund upon receipt of the fund; and 4. Waive any indirect costs to allow maximum use of funds for delivery of services to the community. DISCUSSION: The Texas Department of State Health Services (DSHS) provides grant funds to focal health departments across the state to provide essential public health services. The City of Fort Worth Public Health Department's Health Promotion & Education section will complete a service delivery plan through its FitFuture Fort Worth initiative aimed at increasing awareness of the benefits of regular physical activity and proper nutrition, as they apply to reducing the risk of developing or dying from some of the leading causes of death and illness {i.e. cancer, high blood pressure and cardiovascular disease); to reduce overweight and obesity in both children and adult populations; to assist the community in identifying risk behaviors that contribute to the development or increase the burden of chronic diseases; and to continue fostering our Public Health community partnerships by addressing these essential health functions, as defined by DSHS: • Inform, educate and empower people about health status • Mobilize community partnerships to identify and solve health problems Lognarrie: 54GRANTLPHS Page 1 of 2 FISCAL INF~RMATIGNICI=RTIFICATION: The Finance Director certifies that upon approval of the above recommendations, receipt of the grant and adoption of the attached appropriation ordinance, funds will be available in the current operating budge#, as appropriated, of the Grants Fund.
