Re: Marine Creek Trail - Hydraulic Analysis
Request for Additional Services
Dear Gary:
Parkhill is pleased to provide you with a scope of work and cost proposal to perform a hydraulic analysis
for the proposed Marine Creek pedestrian bridge located near Bow Lake Trail in Fort Worth, TX using
Dewberry as our consultant.
Background
The purpose of this analysis is to evaluate the effect of the proposed bridge on the 50%, 20%, 10%, 4%,
2%, and 1% annual chance flood elevations along Marine Creek. The City of Fort Worth has requested
that a flood study be performed to compare the results of constructing the proposed pedestrian bridge
structure on the subject property to existing conditions. We propose to leverage the preliminary Fort
Worth CTP Zone AE hydraulic model for Marine Creek prepared by Dewberry in 2020. Since the
proposed bridge is located within an effective Zone A floodplain (Special Flood Hazard Area without Base
Flood Elevations), the preliminary models are considered the best-available data and to reflection existing
conditions.
Task 1 Data Collection
Parkhill will acquire the preliminary HEC-HMS and HEC-RAS models from the Fort Worth CTP.
Task 2 Hydraulic Analysis of Existing Conditions
An Existing Conditions model for Marine Creek will be developed based on the proposed location of the
pedestrian bridge. The existing model cross-sections will be adjusted to reflect the bridge location where
needed. Additional cross sections will be cut from the preliminary HEC-RAS model terrain where necessary.
Task 3 Hydraulic Analysis of Proposed Conditions
A Proposed Conditions hydraulic model for Marine Creek will be developed utilizing the Existing
Conditions hydraulic model obtained under Task 2, updated to reflect the proposed bridge and grading at
the project site. The Existing Conditions and Proposed Conditions hydraulic models will be compared to
confirm that the Base Flood Elevations do not increase as required by the City of Fort Worth, TX
Task 4 Flood Study Letter/Report
A brief letter report detailing the methodology, results, and conclusions of the hydraulics analysis will be
provided. Mitigation analysis will be provided in the report, if necessary, based on the results of the study.

Deliverables
❑ Digital HEC-RAS model with Existing Conditions and Proposed Conditions plan.
❑ Bridge Hydraulics Report explicitly providing the Existing Conditions Base Flood Elevation and
Proposed Conditions Base Flood Elevation that can be submitted to the City of Fort Worth.
❑ Completed Bridge Hydraulics checklist as required by the City of Fort Worth Stormwater Criteria
Manual.
❑ Coordinate with the Client to evaluate one mitigation alternative if necessary due to adverse impacts
based on Client engineering team recommendations.
Assumptions
D Services are based on this project not resulting in loss in valley storage as required by City.
❑ No extensive modifications/grading to the proposed bridge site.
D Services do not include a scour analysis and will be provided by Client as necessary based on
City criteria.
❑ Analysis will be completed without any additional local survey. Hydraulic model development will
be based on available LiDAR on the subject property contained in the Existing CTP hydraulic
model.
Client requests to provide local on the ground topographic survey of the subject property would be an
additional service for an additional fee.
Compensation of Services
The fees for the scope of services are provided below.
Total Additional Work $26,560.00
We respectfully request an amendment to our agreement for the fee listed above. If you have any
questions or concerns, please feel free to contact me at 817.649.3216 ext. 5429, or at my mobile number,

Subject: FW: Incorrect Contract Number
Importance: High
Doug, Vania caught the mistake in the CSC No. for a contract amendment. The correct CSC No. is
52922 for Landscape Alliance.
However, an amendment for their contract was recorded in November 2020 under CSC No. 62992-
A1. I circulated this amendment for signature as 52992-A2.
Can we correct the CSC No. on the documents without rerouting?
Thank you
Helen

Subject: Incorrect Contract Number

I was about to upload this contract when I noticed that it states it is CSC No. 52992 but that is to
another contract and not with The Landscape Alliance. It has not been uploaded yet but changes will
need to be made that I cannot make and you must get approval from Legal. You will need to ask
them if they are okay with the contract number being changed on the document or if it needs to be
rerouted.
