With a quorum of the City Council Members present, Mayor Parker called the City
Council Work Session of the Fort Worth City Council to order at 1:08 p.m. on Tuesday,
February 15, 2022, in the City Council Conference Room 2020 of the Fort Worth City
Hall, 200 Texas Street, Fort Worth, Texas.
1. Report of the City Manager-David Cooke, City Manager
a. Upcoming and Recent Events
City Manager David Cooke called on Heidi Swartz and Leslie Casey with the
Cowtown Marathon to provide an update on plans for the marathon.
Michelle Gutt, Communications and Public Engagement presented a PowerPoint slide
on the proposed meeting schedule for the 2022 Bond and Charter Election. A copy
of the schedule has been distributed to Council.

6. Briefing on Strategy to Reduce Violent Crime—Chief Neil Noakes, Police
Council Member Nettles - Provide an itemized analysis of the allocation of Crime Control
and Prevention funding; funding allocated to the areas experiencing high violent crimes;
and a list of organizations the Police Department are working with and the communities
they serve.
Council Member Flores - Requested information on the percentage of crimes involving
firearms that are possessed and obtained illegally.
Council Member Beck - Requested information on what other Cities such as El Paso are
doing to combat violent crime.
Council Member Crain - Requested recommendations on expanding the neighborhood
patrol operations teams.
7. Update on Solid Waste Fund Sustainability—Brandon Bennett, Code

9. Briefing on 2022 Housing Tax Credit Application for the Gala at Ridgmar-

Mayor Pro Tern Bivens - Requested information on how the City handles popup
businesses/entertainment events.
Council Member Williams - Requested a report on cancer mitigation efforts relating to
PFAS chemicals used in firefighting foam.
Council Member Moon - Provide an update on when Code Compliance can close a
business for health and safety reasons.
Council Member Williams - Requested an update on improvements to the Development
permitting processes.

Council Member Nettles - Requested an analysis on the feasibility of the City purchasing
hotels or motels that have been closed and the ability to repurpose them for other uses.
Mayor Parker and Mayor Pro tem Bivens - Provide recommendations on the use of the
CCPD to provide advice and guidance to the City on violent crime reduction.
ADJOURNMENT
There being no further business, Mayor Parker adjourned the meeting at 4:35 p.m.
