AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE WATER AND SEWER CAPITAL PROJECTS FUND
IN THE AMOUNT OF$245,700.00,TRANSFERRED FROM AVAILABLE FUNDS
IN THE WATER AND SEWER FUND, FOR THE PURPOSE OF FUNDING THE
WATER MINI-MASTER PLAN NORTHSIDE UPDATE PROJECT (CITY
PROJECT NO.103520);PROVIDING FOR A SEVERABILITY CLAUSE;MAKING
THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES;REPEALING ALL
ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE
DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2021-2022 in the
Budget of the City Manager,there shall also be increased estimated receipts and appropriations in the Water
and Sewer Capital Projects Fund in the amount of$245,700.00,transferred from available funds in the Water
and Sewer Fund, for the purpose of funding the Water Mini-Master Plan Northside Update project (City
Project No. 103520).
SECTION 2.
That should any portion,section or part of a section of this ordinance be declared invalid,inoperative or void
for any reason by a court of competent jurisdiction,such decision,opinion or judgment shall in no way impair
the remaining portions,sections,or parts of sections of this ordinance,which said remaining provisions shall
be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance 25073-09-2021 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance are in
direct conflict with such other ordinances and appropriations,in which instance said conflicting provisions of
said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

RECOMMENDATION:
It is recommended that the City Council:
1. Authorize the execution of an agreement with Freese and Nichols, Inc.,in the amount of$245,700.00 to update the City of Fort Worth's Water
Master Plan and Capital Improvement Plan for the Northside Pressure Planes;and
2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Water and Sewer Capital Projects Fund
in the amount of$245,700.00,transferred from available funds in the Water and Sewer Fund,for the purpose of funding Water Mini-Master
Plan Northside Update(City Project No. 103520)to effect a portion of Water's contribution to Fiscal Years 2022-2026 Capital Improvement
Program.
DISCUSSION:
On February 5,2013, Mayor and Council Communication (M&C C-26089)the City Council authorized the execution of an Engineering Agreement
with Freese and Nichols,Inc.,to update the Water System Master Plan by evaluating the capability of the northside water system to meet water
demands through 2033.This evaluation included an updated Water System Capital Improvements Plan with cost estimates and implementation
schedule,and identified additional water treatment capacity/plant requirements,transmission mains and pump stations.
Since the previous Water System Master Plan Update,the City and its wholesale customers within Fort Worth's water service area in North Tarrant
County and South Denton County have experienced significant growth and will require additional water infrastructure in the near
future.Reassessment of the existing available treatment capacity to serve these areas of the Fort Worth water distribution system and other future
CIP considerations are required. In addition,the existing distribution system lacks the transmission, pumping,and storage capacities to meet
long-term demands in the growing Northside II, III and IV pressure planes.
Freese and Nichols, Inc.,will identify future population and water demands for each of the Northside pressure planes,conduct water system
modeling and capacity assessment for various scenarios,evaluate needed infrastructure improvements and recommend an updated water CIP,
which will include triggers for implementation of projects and budgetary planning level costs.
It is the practice of the Water Department to appropriate its CIP plan throughout the fiscal year,instead of within the annual budget ordinance,as
projects commence,additional funding needs are identified,and to comply with bond covenants.The actions in the M&C will appropriate funds in
support of Water's portion of the City of Fort Worth's Fiscal Years 2022-2026 Capital Improvement Program, as follows:

Funding is currently available in the Unspecified-All Funds project within the W&S Capital Projects Fund for the purpose of funding Water Mini-
Master Plan Northside Update project.

Business Equity- A waiver of the goal for Business Equity subcontracting requirements was requested, and approved by the DVIN,in accordance
with the applicable Ordinance, because the purchase of goods or services is from sources where subcontracting or supplier opportunities are
negligible.
The project is located in COUNCIL DISTRICTS 2,4,and 7.
FISCAL INFORMATION/CERTIFICATION:
The Director of Finance certifies that funds are currently available in the Unspecified-All Funds within the W&S Capital Project Fund and upon
approval of the above recommendations and adoption of the attached appropriation ordinance,funds will be available in the W&S Capital Projects
Fund for the WTR Mini-Master Plan NS Update project. Prior to any expenditure being incurred,the Water has the responsibility of verifying the
availability of funds.
