AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE GRANTS OPERATING STATE FUND,SUBJECT TO
RECEIPT OF THE GRANT, IN THE AMOUNT UP TO $1,900,000.00, FOR THE
PURPOSE OF FUNDING THE DESIGN AND CONSTRUCTION OF A MILITARY
FAMILY ADVOCACY RESOURCE CENTER; PROVIDING FOR A
SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF
PRIOR ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT
HEREWITH;AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2021-2022 in the
Budget of the City Manager,there shall also be increased estimated receipts and appropriations in the Fund,
subject to the receipt of the grant,in the amount up to $1,900,000.00, for the purpose of funding the design
and construction of a Military Family Advocacy Resource Center.
SECTION 2.
That should any portion,section or part of a section of this ordinance be declared invalid,inoperative or void
for any reason by a court of competent jurisdiction,such decision,opinion or judgment shall in no way impair
the remaining portions,sections,or parts of sections of this ordinance,which said remaining provisions shall
be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance 25073-09-2021 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance are in
direct conflict with such other ordinances and appropriations,in which instance said conflicting provisions of
said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

Base Fort Worth to Provide a Military Family Advocacy Resource Center,Authorize Execution of Funding Agreement,and Adopt Attached
Appropriation Ordinance
RECOMMENDATION:
It is recommended that the City Council:
1. Authorize the acceptance of grant funds from the Govemor's Texas Military Prepardness Commission's Defense Economic Adjustment
Assistance Grant,in an amount up to$1,900,000.00 for the design and construction of a Military Family Advocacy Resource Center;
2. Authorize the execution of funding agreement;and
3. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Grants Operating State Fund in the
amount up to$1,900,000.00,subject to receipt of the grant,for the purpose of funding the design and construction of a Military Family
Advocacy Resource Center.
DISCUSSION:
The purpose of this Mayor and Council Communication(M&C)is to accept the Defense Economic Assistance Adjustment Grant,authorize grant
agreements,and appropriate funds.
On October 19,2021,the City Council approved a resolution(5490-10-2021)authorizing the City Manager to apply for a Defense Economic
Assistance Adjustment Grant(DEAAG)through the Office of the Governor,Texas Military Preparedness Commission,and to provide$1.2 million
in local matching funds.The purpose of the grant and City match is to support the Naval Air Station Joint Reserve Base Fort Worth(NAS JRB)in
consolidating its Family Life Skill Center,College Campus Office and classrooms, Legal Services Center,and Navy-Marine Corps Relief Society
(Project)to better serve Fort Worth area military families, residents,and veterans. NAS JRB has identified a 17,000 square foot vacant structure
on base to renovate for the combined services at an estimated cost of$5.9 million.NAS JRB will be responsible for managing the design,
construction and future maintenance of the Project.
The state awarded the City$1.9 million in DEAAG funds that will be sent to the City through quarterly reimbursement requests.NAS JRB has
committed to providing$2.8 million in Department of Defense funds toward the Project.On March 8,2022(M&C 22-0088),the City Council
approved the assignment of$1.2 million in excess General Fund fund balance for the City's portion of the Project. NAS JRB will be responsible for
all cost overruns or additional funds required to complete the Project.The City and NAS JRB will enter into a funding agreement to govern the
transfer of the$1.9 million of grant funds and$1.2 million of City funds.The funding agreement will also dictate the requirements of NAS JRB to
report back to the City so the City can make its reimbursement requests for the$1.9 million of grant funds.

This project is located in District 7.
Business Equity: Compliant to the Ordinance,a business equity goal is not established on federally-funded projects except where the City is
mandated to set goals by state or federal requirements.
A Form 1295 is not required because:This contract will be with a governmental entity,state agency or public institution of higher education: Naval
Air Station Joint Reserve Base Fort Worth and the Office of the Governor of the State of Texas,Texas Military Preparedness Commission
FISCAL INFORMATION I CERTIFICATION:
The Director of Finance certifies that upon approval of the above recommendations, receipt of the grant and adoption of the attached
appropriation ordinance,funds will be available in the current operating budget,as appropriated,of the Grants Operating State Fund. The
Property Management Department(and Financial Management Services)is responsible for the collection and deposit of funds due to the City.
Prior to an expenditure being incurred,the Property Management Department has the responsibility to validate the availability of funds.This is a
reimbursement grant.
