SUBJECT: PAVEMENT MARKINGS UPDATE

The purpose of this informal report is to provide an update on the maintenance of pavement markings and
the process for requesting striping maintenance in the City of Fort Worth.
Pavement markings communicate to roadway users which type of road they are using, which part of the
road to use, cautions and condition advisories, lane delineations, pedestrian crossings, bike lanes, transit
lanes, and rules for roadway use. Pavement markings are typically painted onto the roadway surface, and
may be supplemented for enhanced safety with raised (tactile) markers to reinforce visibility in higher
traffic or areas where markings may wear more rapidly
The Transportation and Public Works Department, Transportation Management Division is responsible for
maintaining 8.7 million linear feet of pavement markings. Prior to FY2020, the replacement cycle for
pavement markings based on available funding was 10 years. Since FY2020, TPW has established an 8-
year rolling replacement cycle throughout the City based on increased funding levels of $1.8M, bringing
our total annual funding to $3.65M. The long term goal is to increase funding in future years to allow for
the City to reach a 3 year maintenance cycle. On average 1.1 million linear feet of pavement markings are
restored annually. Unfortunately, in high-traffic volume areas, pavement markings deteriorate more rapidly
(approximately 3 years) and must be replaced more frequently, which defers maintenance of markings in
other parts of the City. The design and contract management for pavement markings are managed by in-
house staff. We currently do not perform any of the field maintenance work with in-house crews, instead
we procure pavement marking contractors and award contracts with up to 3 renewals for consistency. The
City of Fort Worth aligns with best practices and currently uses thermoplastic pavement marking materials
and reflectors. These materials are durable and have an average 3 year lifespan depending on traffic
volumes, pavement conditions, and other environmental factors.
Pavement marking maintenance locations are prioritized annually based on criteria that are measured on
a point system with the highest ratings receiving the highest priority. Striping condition, roadway type, and
other criteria including crash data evaluation, proximity to schools/transit, and requests for maintenance
are evaluated and are used to prepare pavement marking projects.
Requests for pavement marking maintenance are received in several ways: requests are called into the
City Call Center at 817-392-1234, received through the My Fort Worth app, or routed through the Council
Offices. After requests are received they are investigated by TPW staff. All requests are documented and
tracked in the City's asset management system for future prioritization. To date in FY 2022, the City has
received over 200 requests that have been investigated by staff.
After staff reviews pavement marking maintenance requests, projects are then selected and programmed
based on ranking. If a citizen-reported marking request is determined to need immediate action, an
available contractor can be reassigned to the location, but this could be at the expense of another project
in the work queue.
