HomeMy WebLinkAboutOrdinance 20701-04-2013 Ordinance No. 2110,701-04-2013 AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS ANT) APPROPRIATIONS IN THE GRANTS FUND IN THE AMOUNT OF $1,250,00, SUBJECT TO RECEIPT OF A GRANT FROM TEXAS A&M FOREST SERVICE, FOR THE PURPOSE REIMBURSING THE EXPENSE OF A WILDFIRE TRAINING COURSE PROVIDED BY TEXAS WILDLIFE ASSOCIATION FOR 5 FIREFIGHTERS; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. BEAT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1. That in addition to those amounts allocated to the various City departments for Fiscal Year 2012-2013 in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Grants Fund in the amount of$1,250.00, subject to receipt of a grant from Texas A&M, Forest Service, for the purpose of reimbursing the expense of a wildfire training course provided by Texas Wildlife Association for 5 firefighters. SECTION 2. 'That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way irripair the remain=ing portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3. That this ordinance shall be Cumulative of Ordinance No. 20411-09-2012 and all other ordinances and appropriations amending the same except in those instances where the provisions of thJs ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. Authorize the acceptance of a Training Tuition Grant from the Texas Intrastate Fire Mutual Aid System Grant Assistance Program managed by the Texas A&M Forest Service in the amount of $1,250.00 for the reimbursement of costs for a wildfire training course provided by Texas Wildfire Association conducted from January 7, 2013 to January 9, 2013 for five firefighters; and 2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Grants Fund in the amount of$1,250.00. DISCUSSION: The past several years have seen an increase in the number of grass and brush fires in the City of Fort Worth due to drought conditions. The Fire Department has increased its efforts of preparedness by establishing a wildfire contingent to handle such emergencies. On January 7, 2013, and January 9, 2013, a Wildfire Chainsaw training course was provided by the Texas Wildfire Association, which provided instruction on the approved use of tactical applications for chainsaw operations during wildfire occurrences. Five members of the Fire Department attended this training at a cost of$250.00 per participant. The full cost for this training course is eligible, and has been granted approval, for reimbursement from the Training Tuition Grant from the TIFMAS Grant Assistance Program, managed by the Texas A&M Forest Service. The program provides reimbursement grants to career fire departments and combination fire departments that are not eligible for grant assistance under the Rural Volunteer Fire Department Assistance Program. FISCAL INFORMATION / CERTIFICATION: The Financial Management Services Director certifies that upon approval of the above recommendations, receipt of the grant and adoption of the attached appropriation ordinance, funds will be available in the current operating budget, as appropriated, in the Grants Fund.
