HomeMy WebLinkAboutOrdinance 20708-04-2013 Ordinance No. 20708-04-2013 AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS lN THE GENERAL FUND IN THE AMOUNT OF $12,500.00, SUBJECT TO RECEIPT OF A MONETARY DONATION FROM THE FRIENDS OF THE FORT WORTH NATURE CENTER & REFUGE, INC., FOR THE PURPOSE IMPROVEMENTS TO THE HARDWICKE INTERPRETIVE CENTER AT THE FORT WORTH NATURE CENTER & REFUGE; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1. That in addition to those amounts allocated to the various City departments for Fiscal Year 2012-2013 in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the General Fund in the amount of$12,500.00, subject to receipt of a monetary donation from the Friends of the Fort Worth Nature Center & Refuge, Inc., for the purpose of improvements to the Hardwicke Interpretive Center at the Fort Worth Nature Center& Refuge. SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3. That this ordinance shall be cumulative of Ordinance No. 20411-09-2012 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. Authorize the acceptance of a donation from the Friends of the Fort Worth Nature Center & Refuge, Inc., in the amount of$12,500.00 to fund improvements to amenities at the Hardwicke Interpretive Center at the Fort Worth Nature Center & Refuge; and 2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the General Fund in the amount of $12,500.00, subject to the receipt of the gift from the Friends of the Fort Worth Nature Center & Refuge, Inc. DISCUSSION: The Friends of the Fort Worth Nature Center & Refuge (Friends) is a Non Profit 501(c)(3) organization formed in 1974 to support the operation of the Fort Worth Nature Center & Refuge (FWNC&R) through financial and in-kind contributions. The Friends wish to donate the amount of$12,500.00 to the Parks and Community Services Department to fund upgrades to lighting, ceiling fans and animal exhibit enclosures at the Nature Center & Refuge's Hardwicke Interpretive Center. The FWNC&R Staff is diversifying revenue streams by promoting rental space at the Hardwicke Interpretive Center to the general public. The Friends set aside funds in their current budget towards assisting with this goal. The Staff identified replacement of 1970's era lighting and ceiling fans with better, more efficient units as an inexpensive way to make a noticeable improvement. In addition, some of the teaching animal exhibit enclosures at the Hardwicke Interpretive Center no longer meet Texas Parks & Wildlife Department's revised minimum square footage requirements. This donation from the Friends will permit Staff to make needed alterations to bring these exhibit spaces into compliance. On February 27, 2013, the Parks and Community Services Advisory Board endorsed Staffs recommendation to accept this donation. The Fort Worth Nature Center & Refuge is located in COUNCIL DISTRICT 7 and serves ALL COUNCIL Logname: 80FONCDONATION#1 Page ] of 2 DISTRICTS. FISCAL INFORMATION / CERTIFICATION: The Financial Management Services Director certifies that upon approval of the above recommendations and adoption of the attached appropriation ordinance, funds will be available in the current operating budget, as appropriated, of the General Fund and the Parks and Community Services Department is responsible for the collection and deposit of funds donated to the City.
