AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE STORMWATER UTILITY FUND IN THE AMOUNT OF
$400,000.00, DECREASING THE AVAILABLE CASH BALANCE BY THE SAME
AMOUNT, FOR THE PURPOSE OF DRAINAGE DESIGN REVIEW SERVICES;
PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE
CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL ORDINANCES IN
CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2012-2013 in the
Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the
Stormwater Utility Fund in the amount of$400,000.00, decreasing the available cash balance by the same
amount, for the purpose of Drainage Design Review Services.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or
void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way
impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining
provisions shall be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance No. 204 1 1-09-20 1 2 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance are in
direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions
of said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

Authorize Execution of a Professional Services Agreement with Halff Associates, Inc., in the Amount Not to
Exceed $400,000.00 for Drainage Design Review Services, Increasing the Estimated Receipts and
Appropriations in the Stormwater Utility Fund in the Amount of $400,000.00 Decreasing the Available Cash
Balance by the Same Amount and Adopt Appropriation Ordinance (ALL COUNCIL DISTRICTS)
RECOMMENDATION:
It is recommended that the City Council:
1. Adopt the attached supplemental appropriation ordinance increasing the estimated receipts and
appropriations in the Stormwater Utility Fund in the amount of $400,000.00 decreasing the available cash
balance by the same amount; and
2. Authorize the execution of a professional services Agreement with Halff Associates, Inc., for an amount
not to exceed $400,000.00 for drainage design review services.
DISCUSSION:
The Professional Services Agreement recommended by this Mayor and Council Communication is for
Drainage Design Review Services associated with private development projects. Halff Associates, Inc.,
will augment Staff to reduce the review time for the drainage design component of private development
projects. Halff Associates, Inc., will also develop specific training and outreach materials designed to
assist the engineering community in preparing plans that meet current criteria and reduce review times
further.
In 2011, the Transportation and Public Works Department, Stormwater Management Division published a
Request for Qualifications (RFQ) for various technical services associated with drainage engineering,
including services to review private development projects for compliance with the City's drainage design
standards. Halff Associates, Inc., was selected as the most qualified engineering consultant for this
service.
Halff Associates, Inc., proposes to perform this work on an on-call, time and materials basis for a fee not
to exceed $400,000.00. The proposed fees will provide for the review of between 75 and 150 additional
plan sets depending on the complexity of the projects.
M/WBE Office: Halff Associates, Inc., is in compliance with the City's M/WBE Ordinance by committing to
15 percent M/WBE participation. The City's goal on this project is 15 percent.
The project is located in ALL COUNCIL DISTRICTS.

The Financial Management Services Director certifies that upon approval of the above recommendations
and adoption of the attached supplemental ordinance, funds will be available in the current operating
budget, as appropriated, of the Stormwater Utility Fund. Upon approval, the available cash balance of the
Stormwater Utility Fund will exceed the minimum reserve as outlined in the Financial Policy Manual.
