HomeMy WebLinkAboutResolution 5568-05-2022 A Resolution NO. 5568-05-2022 A RESOLUTION PROVIDING THE CITY OF FORT WORTH'S COMMITMENT, ACKNOWLEDGEMENT,AND SUPPORT FOR FUNDING PRIORITIES FOR FEDERAL, STATE, AND LOCAL DOLLARS FOR FOUR REGIONALLY SIGNIFICANT PROJECTS WITH THE NORTH CENTRAL TEXAS COUNCIL OF GOVERNMENTS: EAST LANCASTER CORRIDOR RECONSTRUCTION,TEXRAIL EXTENSION,TRINITY LAKES STATION AND DEVELOPMENT,AND GUARANTEED TRANSIT PILOT. WHEREAS, the United States Department of Transportation considers funding requests from various federal discretionary grant programs funded through the federal Infrastructure Investment and Jobs Act (IIJA) from the federal Department of Transportation's National Infrastructure Investments program; WHEREAS, federal discretionary grants are awarded competitively for a variety of transportation projects of national or regional significance to improve the safety, efficiency, and reliability of the movement of freight and people in and across rural and urban areas; WHEREAS, the City of Fort Worth, North Central Texas Council of Governments (NCTCOG), and Texas Department of Transportation staff identified a need for federal funding assistance to reconstruct the Texas State Highway 180 - East Lancaster Avenue Corridor; WHEREAS, the City of Fort Worth commits to working with TxDOT and NCTCOG in the funding, planning, and reconstruction of East Lancaster Avenue as a multi-modal, context-sensitive, and economically-vibrant smart corridor from Dottie Lynn Parkway to Downtown; WHEREAS, the City of Fort Worth expects TxDOT and NCTCOG to further advance and base the East Lancaster Avenue reconstruction on a community driven vision and guiding principles; WHEREAS, the City of Fort Worth supports NCTCOG's efforts to pursue various federal discretionary grant opportunities over the next several years made available through the IIJA to help fund the reconstruction of East Lancaster Avenue; WHEREAS, the City of Fort Worth supports contributions from the Regional Transportation Council and TxDOT in the amounts of$40 million and $10 million, respectively, in the reconstruction of East Lancaster Avenue; WHEREAS, the City of Fort Worth will commit to an estimated $10,000,000 from the 2022 Bond program and an additional $6,430,160 from other city sources in local match in support of the reconstruction of East Lancaster Avenue; WHEREAS, the City of Fort Worth will commit an estimated $7,169,840 in local match, if needed, in support of the 2.1 mile TEXRail Extension project from the T&P Terminal to a proposed Mistletoe Heights Station on the Near Southside of the City; WHEREAS, the City of Fort Worth will commit to working with Trinity Metro in securing the Baylor Scott and White property needed for the proposed Mistletoe Station valued at $1,568,160 in order to complete the extension funding package; WHEREAS, the City of Fort Worth supports the removal of Regional Transportation Council federal funds in the amount of$11,362,000 from the Katy Lofts project and those funds to be reallocated to the construction of the TEXRail extension project; WHEREAS,the City of Fort Worth supports the Regional Transportation Council's commitment of $26,740,000 in federal funds, and 5,348,000 in Transportation Development Credits towards the Trinity Lakes Station and Development; and WHEREAS, the City of Fort Worth supports the Regional Transportation Council's funding commitment to a Guaranteed Transit Service Pilot Program, which will refund any customer's fare for a late arrival at their destination using Trinity Metro's express bus service that utilizes the Interstate 35W managed lanes between Downtown and the Alliance Corridor. NOW THEREFORE,BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,TEXAS,THAT: 1. The City Council acknowledges the funding plan for regional priorities identified by the Regional Transportation Council; and 2. The City of Fort Worth supports North Central Texas Council of Government's future federal grant program applications for East Lancaster Avenue. 3. The City Council commits to providing a local match for both the TEXRail Extension and the East Lancaster Avenue reconstruction. 4. The City Council supports the removal of federal funds from the Katy Lofts project for reallocation to the TEXRail Extension; and the advancement of the Katy Lofts project with other sources. 5. The City Council supports the funding plan and implementation of Trinity Lakes Station and Development. 6. The City Council supports the Guaranteed Transit Pilot Program.
