AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE PARK GAS LEASE PROJECT FUND IN THE AMOUNT
OF $118,000.54, FROM AVAILABLE FUNDS, FOR THE PURPOSE OF DRAINAGE
IMPROVEMENTS AT ROCKWOOD PARK ATHLETIC COMPLEX; PROVIDING
FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF
PRIOR ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT
HEREWITH; AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2012-2013 in the
Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Park
Gas Lease Project Fund in the amount of$118,000.54, from available funds, for the purpose of drainage
improvements at Rockwood Park Athletic Complex.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or
void for any reason by a court of competent jurisdiction, such decision, opinion orjudgi-nent shall in no way
impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining
provisions shall be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance No. 204 1 1-09-201 2 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance are in
direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions
of said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
TI-Lis ordinance shall take effect upon adoption.

RECOMMENDATION:
It is recommended that the City Council adopt the attached appropriation ordinance increasing the
estimated receipts and appropriations in the amount of$118,000.54 in the Park Gas Lease Project Fund
for the purpose of conducting drainage improvements at Rockwood Park Athletic Complex.
DISCUSSION:
The purpose of this Mayor and Council Communication (M&C) is to appropriate the amount of
$118,000.54 for the design/engineering and construction of drainage improvements at the Rockwood Park
Athletic Complex.
On March 3, 2010, (M&C C-24120)the City Council authorized the award of construction for park and ball
field improvements at Rockwood Park Athletic Complex, which was subsequently completed in July 2011
at a cost of$2,709,702. Although site grading was conducted in an effort to address drainage through
surface runoff, flooding continues to be a problem during most storm events. Because the complex lies
within the 100 year floodplain and the site is relatively flat, a more comprehensive drainage solution must
be constructed.
Staff recommends that the design and engineering and all or part of the construction solution (pending
final costs) be funded utilizing accumulated fees collected through executed license Agreements involving
Rockwood Park property. These fees total the amount of$118,000.54 and are summarized in the table
below:

A portion of the fees will be used to enage an engineering consultant to conduct a drainage assessment to
determine the best management solution and develop an estimated cost. All remaining funds will be used
towards the drainage solution construction implementation.
Rockwood Park is located in COUNCIL DISTRICT 2.
FISCAL INFORMATION / CERTIFICATION:
The Financial Management Services Director certifies that upon approval of the above recommendations
and adoption of the attached appropriation ordinance, funds will be available in the current capital budget,
as appropriated, in the Park Gas Lease Project Fund.
