HomeMy WebLinkAboutOrdinance 17089-08-2006Ordinance No. 17089-08-2006 AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE GRANTS FUND IN THE AMOUNT OF $372,881 SUBJECT TD EXECUTION OF THE AMENDED LOCAL PROJi=CT ADVANCE FUNDING AGREi=MENT WITH THE TEXAS DEPARTMENT OF TRANSPORTATION FOR THE PURPOSE OF ADDITIONAL FUNDING FOR THE WAYFINDING PROGRAM; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SI=CTION '1. That in addition to those amounts allocated to the various City departments far Fiscal Year 2005- 2006 and in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Grants Fund in the amount of $372,881 subject to execution of the amended Local Project Advance Funding Agreement with the Texas Department of Transportation for the purpose of additional funding for the Wayfinding Program. SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative ar void far any reason by a cour# of competent jurisdiction, such decision, opinion ar judgment shall in na way impair the remaining portions, Sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full farce and effect. SECTION 3. That this ordinance shall be cumulative of Ordinance No. '!8582 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. Authorize the City Manager to accept additional funding up to $220,000 from the Federal Highway Administration, in addition to $152,881 In-Kind matching funds from the City, under the Federal Congestion Mitigation and Air Quality Improvement Program to be added to previously approved funding for a coordinated wayfinding program; 2. Authorize the City Manager to amend the existing Local Project Advance Funding Agreement (LPAFA) with the Texas Department of Transportation (TxDOT} previously approved by City Council under MB~C C- 19365 on November 26, 2002 to reflect the additional aforementioned funding; and 3. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Grants Fund by $372,881 upon approval of the above recommendations and receipt of the amended agreement. DISCUSSION; On November 26, 2002, (M&C C-19365} the City Council approved the creation of a coordinated wayfinding program, which included the fallowing three activities: 1. Design and implement a signage system to direct vehicular and pedestrian traffic within the three visitor districts (Downtown Fart Worth, the Cultural District, and the Historic Stockyards). The signage system will provide information about attractions, parking facilities, bus routes, and rail stations; 2. Develop and maintain an interactive website with information about parking, transit, and paints of interest in the three visitor districts; and 3. Conduct a coordinated marketing campaign. The wayfinding project was originally approved through a 1999 call for projects issued by the North Central Texas Council of Governments. The project was funded through the Federal Congestion Mitigation and Air Quality improvement Program (CMAQ}, as follows: Federal Share Local Share $336,300.00 (59%) $,,,233.700.00 (/ 1 %) Lognarrae: 22WAYFIND t'age 1 of 2 Total Cost $570,000.00 In December 2D04, the City requested tha# the Regional Transportation Council {RTC) transfer federal funds in the amount of $22{],000, previously secured for a bicycle program signagelcommuter center, to the wayfinding program far the installation of the appropriate signage. In April 2005, the RTC transferred CMAQ funds to the City in the amount of $220,flflfl for the installation of signs associated with the wayfinding program. An in-kind local match of $952,881 (41%) is required, for a total project cost of $372,881. The in~kind match will be provided by personnel services from the Planning and Transportation and Public Works Departments from April 2005 to the present and from the fabrication and installation of street identity signs for use in Downtown, the Cultural District, and the Historic Stockyards. The additional funds and in-kind match will increase the total overall project budget from $57D,D00 to $942,881.
