The purpose of this Informal Report is to provide an overview of Historic Preservation cases, waiver
requests, and Historic Preservation Program resources. The Historic Preservation Ordinance delegates
authority to review waiver requests from historic district guidelines and the Secretary of the Interior's
Standards for the Treatment of Historic Properties to the Historic & Cultural Landmarks Commission
(HCLC). Preservation staff do not have the authority to approve waiver requests.

* The Historic Carver Heights local Historic District has the highest number of waiver requests. All waivers were due
to work undertaken without a Certificate of Appropriateness (COA) or a building permit.
Comparative Analysis
The primary purpose of the City's Historic Preservation Program is the identification, protection,
enhancement, and perpetuation of landmarks and districts to safeguard and promote the economic,
cultural, educational, and general welfare of the public. These efforts are guided by Council adopted
legislation establishing the Historic and Cultural Landmarks Commission (HCLC), which requires the City
to adopt a Historic Preservation Plan, and a Historic Preservation Ordinance.
The City of Fort Worth has the second largest Historic Preservation Program in the State of Texas in terms
of designated resources, trailing only San Antonio. The city's historic resources contribute to our tax base
and local economy through tourism and reinvestment, with over $618 million invested in development in
historic districts and on individually designated properties since 2012. Additionally, these designated
resources reflect the community's desire to preserve and conserve the City's history.
