(CD 5) Consider Adoption of an Amendment to the Master Thoroughfare Plan to Rename Lakeshore Drive to West Shore Way, Realign West
Shore Way, and to Extend Martin Street
RECOMMENDATION:
It is recommended that the City Council adopt the proposed amendment to the Master Thoroughfare Plan (MT-21-008) to rename Lakeshore Drive
to West Shore Way, realign West Shore Way from Champions Avenue northeast along the current alignment for approximately 1,587 feet; and to
extend Martin Street from Champions Avenue to Arlington Lakeshore Drive.
DISCUSSION:
The City Plan Commission held a public hearing on the proposed Master Thoroughfare Plan amendment (MT-21-008) on October 27, 2021.
Property owners within 200 feet of the MTP amendment were notified of this request, along with registered community organizations within a half
mile. Following the public hearing, the City Plan Commission recommended approval of the amendment to City Council. The realign deviates
greater than 1,000 feet from the existing MTP alignment, thus requiring City Council approval. [MTP, Sec. 1]
Falcon Commercial Development initiated the request to accommodate a 237,600 square -foot, proposed warehouse distribution center, which is
located within the current alignment. The MTP amendment will realign West Shore Way to terminate at Arlington Lakeshore Drive, instead of at
Champions Avenue. In the attached waiver letter, the applicant states that the realignment will reduce the length from 1,587 feet to 960 feet, will
allow existing easement corridors to be used for both roadway and utilities, and will reduce the impact on two, adjacent industrial properties. The
two adjacent parcels are zoned "I" Light Industrial.
The MTP amendment will not impact the street types for West Shore Way or Martin Street. West Shore Way will still be a neighborhood connector
[NCO-L1-TO-TWLT-PO-BOP (80)], and Martin Street will remain a commercial connector [CCO-L1-TO-TWLT-PO-BOP (80)]. The Martin Street MTP
designation will be extended approximately 1,150 feet to connect with the new alignment for West Shore Way. Martin Street in this location is an
existing, variable width right-of-way that varies from about 50 to 70 feet in width.
The MTP amendment is located in COUNCIL DISTRICT 5.
A Form 1295 is not required because: This M&C does not request approval of a contract with a business entity.

The Director of Finance certifies that this action will have no effect on City funds.
