McRae Safe Routes to School Improvements Project (2018 Bond Program) RECOMMENDATION: It is recommended that the City Council authorize execution of a contract with Urban Infraconstruction, LLC, in the amount of $1,531,606.40, for construction of the Daggett and D. McRae Safe Routes to School Improvements project (City Project Number 102403). DISCUSSION: The purpose of this Mayor and Council Communication (M&C) is to authorize execution of a contract with Urban Infraconstruction, LLC, in the amount of $1,531,606.40, for construction of the Daggett and D. McRae SRTS Improvements project. The improvements include construction of new and reconstruction of existing sidewalks, curb ramps, driveways, curb and gutter, small retaining walls, signs, crosswalks and pavement markings within an approximate quarter mile radius of both of the Daggett and D. McRae Elementary School campuses. The project was posted on the City Purchasing website for bid on August 26, 2021 and advertised in the Fort Worth Star -Telegram on August 26, 2021 and September 2, 2021.The following bids were opened on September 23, 2021. Bidders Amount Time of Completion Urban Infraconstruction, LLC $1,531,606.40 240 Calendar Days The Fain Group, Inc. $1,711,499.95 HQS Construction, LLC. $1,843,627.95 Ragle Construction, Inc. $2,156,374.00 This project will have no impact on the Transportation and Public Works annual operation budget when completed. Construction is expected to start in February 2022. The construction contract will be funded using 2018 Bond Program Funds available in the project along with Federal Grant Funds to be distributed by the Texas Department of Transportation (TxDOT) during construction of the project on a reimbursable basis after work has been performed and paid for. This project will be constructed through a previously executed Advance Funding Agreement (AFA) with TxDOT (CS 53827). Both federal and state funds are allocated to the project. TxDOT must officially concur with the bid award prior to execution of the construction contract. The official concurrence process is currently underway. This project is included in the 2018 Bond Program. Available resources within the General Fund will be used to provide interim financing until debt is issued. Once debt associated with the project is sold, bond proceeds will reimburse the General Fund in accordance with the statement expressing official Intent to Reimburse that was adopted as part of the ordinance canvassing the bond election (Ordinance No. 23209-05-2018) and subsequent actions taken by the Mayor and Council. Compliance with the City's Disadvantage Business Enterprise (DBE) Program has been achieved by the following method: Urban Infraconstruction, LLC a certified Business Equity Firm, is in compliance with the City's DBE Program by committing to 73% DBE participation on this project. The City's DBE goal on this project is 8.5%. This project is located in COUNCIL DISTRICT 5 and COUNCIL DISTRICT 9. FISCAL INFORMATION / CERTIFICATION: The Director of Finance certifies that funds are available in the current capital budget, as previously appropriated, in the Grants Cap Projects Federal Fund and the 2018 Bond Program Fund for the 2018 Safe Routes to School Pt2 project to support the approval of the above recommendation and execution of the contract. Prior to any expenditure being incurred, the Transportation and Public Works Department has the responsibility to validate the availability of funds. Submitted for City Manager's Office by.
