Taxiway Alpha Centerline Light Replacement Project at Fort Worth Alliance Airport and Adopt Attached Appropriation Ordinance
RECOMMENDATION:
It is recommended that the City Council:
1. Authorize the execution of a construction contract with B-C Company, in an amount up to $1,169,124.00 for the construction of the Taxiway
Alpha Centerline Light Replacement project at Fort Worth Alliance Airport (City Project Nos. 103104 and 103669); and
2. Adopt the attached appropriation ordinance increasing receipts and appropriations in the Alliance Airport Capital Fund from available funds
in an amount up to $316,544.90 for the purpose of funding the AFW Cargo Entitlement 2021 project (City Project No. 103669).
DISCUSSION:
The Aviation Department is seeking City Council (Council) approval to authorize the execution of a construction contract with B-C Company, in an
amount up to $1,169,124.00 for the construction of the Taxiway Alpha Centerline Light Replacement project (Project) at Fort Worth Alliance Airport
(Airport).
On July 28, 2021 and August 4, 2021, the Project was advertised in the Fort Worth Star -Telegram. On August 26, 2021, the City received
four sealed bids for the Project. After bids were received and reviewed, B-C Company was selected for the Project. The bids received are as
follows:

The location of this Project is on Taxiway Alpha, Taxiway Hotel, and the connecting taxiways between Taxiway Alpha and Runway 16L/34R (see
attached map). It will consist of the replacement of approximately 663 taxiway centerline light fixtures and isolation transformers in existing light
base cans, installation of approximately 86,000 linear feet of airfield lighting cable in existing underground electric conduit or ducts, and other
related improvements.
Staff proposes funding the entire cost for this Project from Federal Aviation Administration (FAA) Entitlement Grant (Grant) funds, a portion of
which is not anticipated to be received until later this fiscal year.
Approval of this M&C would allocate $607,287.20 from the Fiscal Year 2019 (FY19) Entitlement Grant and $245,291.90 from the Fiscal Year
(FY21) Entitlement Grant. The remaining $316,544.90 is expected to be paid out of the Fiscal Year 2022 (FY22) Entitlement Grant, if received.
Since an award has not yet been received from the FY22 Grant, today's M&C includes an appropriation from fund balance of up to $316,544.90
within the Alliance Airport Capital Fund to fill the funding gap and provide interim financing for the remaining costs of the Project. If the Airport
receives the FY22 Grant funds later this year as anticipated, another Mayor and Council Communication (M&C) will be completed for the
acceptance and appropriations for the FY22 Grant if awarded, including allocation of funds to this project.
If the grant is awarded, the grant M&C will also include an appropriation ordinance to "undo" the $316,544.90 increase in appropriations being
recommended today so that those dollars can be returned to fund balance/available fund (City Project No. UNSPEC) within the Alliance Airport
Capital Fund for future use. If FY22 Grant funding is not received, the funds appropriated from the Alliance Airport Capital Fund, as discussed
above, will remain in place to cover a portion of the costs of the Project.
B-C Company is in compliance with the City's DBE Program by committing to 6 percent DBE participation on this Project. The City's DBE goal on
this Project is 6 percent.
Since no City salaries will be charged to this grant, indirect cost recovery does not apply.
ADVISORY BOARD APPROVAL — On March 11, 2021, the Aviation Advisory Board voted to recommend that the City Council approve the
Aviation Department's Five -Year Capital Improvement Plan. The Taxiway Alpha Centerline Light Replacement project was part of the approved
plan.
Fort Worth Alliance Airport is located in COUNCIL DISTRICT 7.
FISCAL INFORMATION / CERTIFICATION:
The Director of Finance certifies that funds are currently available in the AFW Cargo Entitlement 2019 and AFW Cargo Entitlement 2021 projects
within the Muni Airport Grants Federal Fund and available in Unspecified All Funds within the Alliance Airport Capital Fund and upon approval of
the above recommendations and adoption of the attached appropriation ordinance, funds will be available in the Alliance Airport Capital Fund for
the AFW Cargo Entitlement 2021 project to support the approval of the above recommendations and execution of contract. Prior to an
expenditure being incurred, the Aviation Department has the responsibility of verifying the availability of funds. This is a reimbursement grant.
