Ratify application for, and authorize acceptance of the Texas Supports Libraries 2022 Grant from the Texas State Library and Archives Commission in an amount of $24,282.00 for the purpose of funding workforce development training and services; 2. Authorize the execution of a related Grant Agreement with the Texas State Library and Archives Commission; and 3. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Grants Operating Federal Fund in an amount of $24,282.00 for the purpose of funding workforce development training and services. DISCUSSION: The purpose of this Mayor and Council Communication (M&C) is to ratify the application submitted to the Texas State Library and Archives Commission (TSLAC) for the Texas Supports Libraries 2022 Grant. This M&C also: authorizes acceptance, authorizes execution of a related grant agreement, and adopts the attached appropriation ordinance. This is a federal grant from the Institute of Museum and Library Services (IMLS) and is funded by the American Rescue Plan Act (ARPA), Subtitle A (Education Matters) and will be awarded to the City through TSLAC. The Texas Supports Libraries Grant Program promotes access to internet-connected resources and services to meet community and personal goals and support use of resources and services successfully. This grant supports the Fort Worth Public Library's workforce development training program by funding: the purchase of digital skills training software and licenses; training for library staff who will conduct public instructional classes; the purchase of iPads for use with this project; and providing funds to promote and market the services to potential student participants. This is a reimbursement grant in the amount up to $24,282.00 that does not require the City to provide matching funds. Indirect cost is not applicable as a budget category under this grant. The grant term begins upon execution of the agreement and ends August 31, 2022. However, all grant funds must be obligated by July 31, 2022. A Form 1295 is not required because: This contract will be with a governmental entity, state agency or public institution of higher education: Texas State Library and Archives Commission FISCAL INFORMATION / CERTIFICATION: The Director of Finance certifies that upon approval of the above recommendations and adoption of the attached appropriation ordinance, funds will be available in the current operating budget, as appropriated, in the Grants Operating Federal Fund. The Library (and Financial Management Services) will be responsible for the collection and deposit of funds due to the City. Prior to an expenditure being incurred, the Library has the responsibility to validate the availability of funds. This is a reimbursement grant. Submitted for City Manager's Office by.
