Allow the Redistricting Task Force to consider any additional resident -produced redistricting maps submitted by December 17, 2021 at 5 pm. DISCUSSION: On November 16, 2021, due to the City Council's intended submission of a proposed map to the Redistricting Task Force, the City Council passed Resolution No. 5506-11-2021 amending Resolutions 5373-04-2021 and 5488-10-2021 to remove the provision providing for the submission of a redistricting map drawn and submitted by City staff to the Redistricting Task Force. However, unknown at that time to Council and the City Manager's Office, four of the 19 proposed maps — Maps L, M, N, and Q — had already been produced and submitted by individual City employees who are residents of the City by the resident -produced map submission deadline of November 12, 2021. One reading of Resolution 5506-11-2022 holds that the term "City staff' applies even to individual City employee submittals and therefore would eliminate Maps L, M, N, and Q from consideration. To assure that the Redistricting Task Force has the opportunity to evaluate and consider all redistricting maps for the City before making a recommendation to the City Council, it is proposed that the Redistricting Task Force be allowed to review maps proposed by individual City employees. Additionally, the Lake Como Neighborhood Advisory Council Redistricting Map was completed on Tuesday, November 9, 2021 but unfortunately the full submission into the portal was not completed by the map submission deadline. Therefore, to further provide for the opportunity for all maps to be considered, it is proposed that the deadline for submission of resident -produced maps to the Redistricting Task Force be extended to Friday, December 17, 2021 at 5:00pm.
