AN ORDINANCE ESTABLISHING RULES AND REGULATIONS
FOR THE CONDUCT OF PERSONS WITHIN PARK AND REC-
REATION AREAS OF THE CITY OF FORT WORTH LOCATED
WITHIN OR WITHOUT THE CORPORATE LIMITS OF SAID
CITY BY AMENDING CHAPTER 27 OF THE FORT WORTH
CITY CODE BY DELETING SECTIONS 27-19 AND 27-19.1
THEREFROM AND BY ADDING A NEW SECTION 27-19;
PROVIDING PENALTIES; MAKING THIS ORDINANCE CUMU-
LATIVE OF PRIOR ORDINANCFrS REGULATING PARK AND
RECREATION AREAS; REPEALING CONFLICTING ORDI=
NANCES; PROVIDING A SEVERABILITY CLAUSE AND PRO-
VIDING AN EFFECTIVE DATE.-
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1.
That Chapter 27 of the Fort Worth City Code be and the
same is hereby amended by deleting Sections 27-19 and 27-19.1
therefrom and by adding thereto Section 27-19, which said new
section 27-19 shall hereafter read as follows:
Sec. 27-19. Park rules—Park and recreation areas within or
without the city limits.
The following rules and regulations shall be in force
in all park or recreation areas including playgrounds, golf
courses and swimming pools of the City of Fort Worth located
within or without the corporate limits of said City:
1. It shall be unlawful for any person to cut, deface
or mark any park property, or to handle, cut, pluck,
injure, damage or destroy any flower, shrub or tree,
or to deface, mark, injure, damage or destroy any
natural or artificial improvement in any park or
recreation area.
2. It shall be unlawful for any person to use or enter
upon any golf course or other park or recreation
facilities for which a fee is charged, without
first having paid said fee. Payment of said fee
shall entitle the person to use the facilities
for the sole purpose for which the facility is
intended or designated.
3. It shall be unlawful for any person to frighten,
annoy or injure, or attempt to frighten, annoy
or injure, any animal or bird in any park or rec-
reation area.
4. It shall be unlawful for any person to deposit
paper, glass, metal, litter or trash of any descrip-
tion on any lawn, driveway, path or other place in
any park and recreation area except in receptacles
provided therefor.
5. It shall be unlawful for any person to display
any advertising matter by signs or to distribute
advertising matter of any character within any
parkways, medians, parks, golf courses, swimming
pools or other recreation areas of the City of
Fort Worth without written permission of'the Park
and Recreation Board of the City of Fort Worth.
6. It shall be unlawful for any person to sell or
offer for sale any goods, wares, services or mer-
chandise within .any parkways, medians, parks, play-
grounds, swimming pools or other recreation areas
without permission of the Park and Recreation Board.
7. It shall be unlawful for any person to practice
golf in any portion of a park or recreation area

not designated for that purpose; provided, however,
that the practice of golf with knit or plastic
balls may be permitted in any open area not spe-
cifically designed or designated for some other
specialized activity.
8. It shall be unlawful for any person to use any
boisterous, insulting or profane language or to
conduct oneself in a disorderly, lewd, obscene or
lascivious manner in any park, golf course, swim-
ming pool or recreation area.
9. It shall be unlawful for any person to enter any
portion of a park or recreation area which is desig-
nated as restricted, or to enter any area during
the hours of the day when said area is not open to
the public or to enter at any time any park and
recreation area which is closed for the season.
Hours during which the area is open to the public
shall be posted by the Director of the Park and
Recreation Department.
10. It shall be unlawful for any owner or person in
control of any dog to keep or permit the same in
or about any park or recreation area unless such
dog is kept under restraint at all times by means
of a leash.
11. It shall be unlawful for any person, without written
permission of the Park and Recreation Board, to tether
or pasture, or allow or cause to be tethered or pas-
tured, any cow, horse, mule, fowl or domestic animal
in or upon any park or recreation area.

12. It shall be unlawful for any person to wash a vehi-
cle in any park or recreation area not designated
for that purpose.
13. It shall be unlawful for any person to fly a kite
or propel or guide a model airplane in any park
or recreation area traversed by high voltage trans-
mission lines.
14. It shall be unlawful for any person to carry on or
about his person or discharge any gun, pistol or
firearms of any kind, including air. guns, within
or across any park or recreation area not desig-
nated for that purpose.
15. It shall be unlawful for any person or persons to
wade, swim, fish or boat within any park or rec-
reation area not so designated.
16. Traffic regulations:
A. It shall be unlawful for any person to drive
or propel any vehicle in, over or through any
park or recreation area except along and upon,
park drives, streets or boulevards or other
areas designated for driving purposese
B. It shall be unlawful for any person to operate
a motor vehicle upon any parkdrive, boulevard,
street, or other vehicular thoroughfare at a
speed in excess of the posted speed limit.
17. Compliance with rules and regulations of this ordi-
nance is a condition of the use of the public parks
and recreation areas of the City, and any person
charged with the supervision of any park or recrea-
tion area and all police officers and park rangers

shall have the right and power to arrest any per-
son who may violate any of the rules, regulations,
orders or requirements of the Park and Recreation
Department or any ordinance or general law relat-
ing to the maintenance of the .park and recreation
areas of the City of Fort Worth located within or
without the corporate' limits of said City.
SECTION 2.
Should any section, clause or provision of this ordinance
be declared by a court of competent jurisdiction ,to be in-
valid, the same shall not affect the validity of this ordinance
as a whole or any part thereof other than the part so declared
to be invalid.
SECTION 3.
That this ordinance shall repeal every prior ordinance
in conflict herewith, but only insofar as the portion of such
prior ordinance shall be in conflict, and as to all other
sections of ordinances not in direct conflict herewith, this
ordinance shall be and is hereby made cumulative except as -to
such ordinance or portions thereof as are expressly repealed
hereby.
SECTION 4.
That any person who violates, disobeys, omits, neglects
or refuses to comply with any provision of this ordinance
shall be guilty of a misdemeanor and shall be punished by a
fine not to exceed Two Hundred Dollars ($200.00).
SECTION 5.
That this ordinance shall become effective and be in
full force and effect from and after its passage and publica-
tion as required by law.
