Ratify application for and authorize acceptance of a federal Institute of Museum and Library Services grant in an amount of $49,942.00 for Fiscal Year 2022; and 2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Grants Operating Federal Fund (1) by $49,942.00 subject to the receipt of the grant, and (2) by $50,000.00, as a transfer from the Library Special Revenue Fund, in the Library Special Revenue General Project (City Project No. S00140), as the City's match requirement, for a total of $99,942.00 for the purpose of purchasing laptop computers for use by library users. DISCUSSION: The purpose of this Mayor and Council Communication (M&C) is to ratify the Fort Worth Public Library's grant application submitted to the Institute of Museum and Library Services (IMLS), authorize acceptance of the award in the amount $49,942.00, and adopt the related appropriation ordinance. This federal IMLS American Rescue Plan grant is funded by the American Rescue Plan Act of 2021 (ARPA, Federal Award ID Number ARPML-250906-OMLS-22), Subtitle A (Education matters). This grant enables the Library Department to fulfill its Strategic Services Plan goal to evolve library services beyond the walls of the buildings. The grant funds will be used to purchase laptop computers with cellular service that can be checked out by library users. This is a reimbursement grant which requires a 1:1 match. The City's portion of the matching requirement will be satisfied with a donation recently received from the Friends of the Fort Worth Public Library, Inc. (Friends) in the amount of $50,000.00. That donation was appropriated by M&C 21-0492 in the Library Special Revenue Fund. This M&C will adjust appropriations in the Library Special Revenue Fund in the amount of $50,000.00 and by the same amount in the Grants Operating Federal Fund. This project is located in ALL COUNCIL DISTRICTS. A Form 1295 is not required because: This contract will be with a governmental entity, state agency or public institution of higher education: Institute of Museum and Library Services FISCAL INFORMATION / CERTIFICATION: The Director of Finance certifies that upon approval of the above recommendations, execution of the agreement and adoption of the attached appropriation ordinance, funds will be available in the current operating budget, as appropriated, in the Grants Operating Federal Fund. The Library Department (and Financial Management Services) will be responsible for the collection and deposit of funds due to the City. Prior to an expenditure being incurred, the Library Department has the responsibility to validate the availability of funds. This is a reimbursement grant. Submitted for City Manager's Office by.
