HomeMy WebLinkAbout(0060) M&C 22-0025City of Fort Worth, Texas Mayor and Council Communication DATE: 01/11/22 M&C FILE NUMBER: M&C 22-0025 LOG NAME: 20CROWLEY ROAD AND CLEBURNE ROAD ENGINEERING AMENDMENT 2 SUBJECT (CD 6) Authorize Execution of Amendment Number 2 to City Secretary Contract Number 51288, a Standard Agreement for Engineering Related Professional Services with AECOM Technical Services, Inc., to Increase the Contract Amount by $227,673.00 for a Revised Contract Amount of $534,048.00 for the North Crowley Road and North Crowley Cleburne Road Intersection Improvements Project (2018 Bond Program) RECOMMENDATION: It is recommended that the City Council authorize execution of Amendment Number 2 to City Secretary Contract Number 51288, a standard agreement for engineering related professional services with AECOM Technical Services, Inc., to increase the contract amount by $227,673.00 for a revised contract amount of $534,048.00 for the North Crowley Road and North Crowley Cleburne Road Intersection Improvements project (City Project Number 101578). DISCUSSION: On June 26, 2018 with Mayor and Council Communication C-28764, the City Council authorized execution of an engineering services agreement with AECOM Technical Services, Inc. in the amount of $306,375.00 for the N. Crowley Road and N. Crowley Cleburne Road Intersection Improvements project. On February 4, Amendment No. 1 to City Secretary Contract No. 51288 was administratively approved in the amount of $0.00. The purpose of Amendment No. 1 was to include additional engineering and environmental labor categories and rates in the contract. Amendment No. 1 did not increase the contract amount. This Amendment No. 2 includes costs in an amount of $227,673.00 associated with additional design services and environmental studies to account for significant scope changes that have been incorporated into the project. This project was originally intended to be a new right turn lane for vehicles turning south from N. Crowley Cleburne Road onto N. Crowley Road. During the initial coordination meetings with Texas Department of Transportation (TxDOT), widening of the road, addition of a free right turn lane and dual left turn lanes were proposed at the intersection. Also, a right turn lane for vehicles turning west off N. Crowley Road and onto N. Crowley Cleburne Road was proposed. Later, the planning and design of a new sports complex near the intersection of W. Risinger Road and Hemphill Street for Crowley Independent School District (ISD) caused the need for a new roadway connection on the east side of this intersection. Incorporation of the new connection caused additional major scope changes. This Amendment No. 2 allows for final design of the new intersection geometry with all scope changes along with environmental permitting of the improvements as required by TxDOT as part of the relatively new Local On -System Agreement (LOSA) process. The TxDOT LOSA process and associated environmental permitting did not exist at the time of the original execution of this contract. This project is included in the 2018 Bond Program. Available resources within the General Fund will be used to provide interim financing until debt is issued. Once debt associated with the project is sold, bond proceeds will reimburse the General Fund in accordance with the statement expressing official Intent to Reimburse that was adopted as part of the ordinance canvassing the bond election (Ordinance Nos. 23209-05-2018) and subsequent actions taken by the Mayor and Council. Compliance with the City's Business Equity Ordinance has been achieved by the following method: AECOM agrees to maintain its initial M/WBE commitment of 25% that it made on the original agreement and extend and maintain that same M/WBE commitment of 25% to all prior amendments up to and inclusive of this Amendment No. 2. Therefore, AECOM remains in compliance with the City's M/WBE Ordinance and attests to its commitment by its signature on the Acceptance of Previous M/WBE Commitment form executed by an authorized representative of its company. This project is located in COUNCIL DISTRICT 6. A Form 1295 is not required because: This contract will be with a publicly -traded business entity or a wholly -owned subsidiary of a publicly -traded business entity: AECOM Technical Services, Inc. FISCAL INFORMATION / CERTIFICATION: The Director of Finance certifies that funds are available in the current capital budget, as previously appropriated, in the 2018 Bond Program Fund for the Crowley Road and Cleburne Road project to support the approval of the above recommendation and execution of the amendment.
