(CD 7) Authorize Execution of a Contract with McClendon Construction Company, Inc. in the Amount of $4,125,601.45 for the North Riverside
Drive Roadway Widening Project between Golden Triangle Boulevard and Keller Hicks Road, Adopt Attached Appropriation Ordinance, and
Amend the Fiscal Years 2022-2026 Capital Improvement Program (2018 Bond Program)
RECOMMENDATION:
It is recommended that the City Council:
1. Authorize execution of a contract with McClendon Construction Company, Inc. in the amount of $4,125,601.45 for the construction of the
North Riverside Drive Roadway Widening Project between Golden Triangle Boulevard and Keller Hicks Road (City Project No. 101567);
2. Adopt the attached appropriation ordinance adjusting appropriations in the 2018 Bond Program Fund, in the amount of $600,000.00 by
increasing appropriations in the North Riverside Drive project (City Project No. 101567), and decreasing appropriations in the Authorized,
Not Appropriated Project (City Project No. U34018) by the same amount, for the purpose of funding construction costs; and
3. Amend the Fiscal Years 2022-2026 Capital Improvement Program.
DISCUSSION:
The 2018 Bond Program allocated funds for the reconstruction of N. Riverside Drive between Golden Triangle Boulevard and Keller Hicks Road
which will include the reconstruction of approximately 2,500 linear feet of roadway. This segment of construction will widen the two-lane asphalt
roadway to a four -lane divided thoroughfare. The major items of work consist of the addition of a traffic signal at the intersection of N. Riverside
Drive and Keller Hicks Road, widening the two-lane roadway to a four -lane divided thoroughfare, shared used paths, drainage improvements and
the addition of street lights. Construction is anticipated to start in March 2022.
The additional $600,000.00 in bond funds is needed to fund the project through construction completion. The funds will primarily be used for staff
charges, inspection services and testing. Approximately $3,212,875.00 is available in the Authorized, Not Appropriated Project (City Project No.
U34018), and the adoption of this $600,000.00 appropriation will reduce the available amount to $2,612,875.00.

The additional funding for this project was not included in the Fiscal Years 2022-2026 Capital Improvement Program because the final construction
costs had not been determined at the time the Capital Improvement Program plan was developed. The action in this Mayor and Council
Communication will amend the Fiscal Years 2022-2026 Capital Improvement Program as approved in connection with Ordinance 25073-09-
2021.
M/WBE - McClendon Construction Company, Inc. is in compliance with the City's Business Equity Ordinance by committing to 36% Business
Equity participation on this project. The City's Business Equity goal on this project is 16%.
This project is included in the 2018 Bond Program. Available resources within the General Fund will be used to provide interim financing until debt
is issued. Once debt associated with the project is sold, bond proceeds will reimburse the General Fund in accordance with the statement
expressing official Intent to Reimburse that was adopted as part of the ordinance canvassing the bond election (Ordinance No. 23209-05-2018)
and subsequent actions taken by the Mayor and Council.
The project is located in COUNCIL DISTRICT 7.
FISCAL INFORMATION / CERTIFICATION:
The Director of Finance certifies that funds are currently available in the North Riverside Drive project within the 2018 Bond Program Fund and
upon approval of the above recommendations and adoption of the attached appropriation ordinance, funds will be available in the 2018 Bond
Program Fund to support the approval of the above recommendations and award of the contract. Prior to an expenditure being incurred, the
Transportation and Public Works Department has the responsibility of verifying the availability of funds.
